Condemnation <br /> had been authorized on 'August 23, 1965 at $120. Mr. Cnatt moved seconded by Mrs. Lauris to'approve <br /> the recommendation. Rollcall vote. All councilmen present voting aye; except Mr. Crakes abstaining, <br /> motion carried. <br /> COMMITTEE REPORTS <br /> Committee meeting held on Augwt 26, 1965 : <br /> mpresent: Mayor Cone; Councilmen Chatt, Crakes, Hawk, Purdy, McNutt, 'Anderson and Lassen; <br /> City Manager; City Recorder; Administrative Assistant; Public Works Director; <br /> and others. <br /> 2 l. Variance, Exterior Wall Covering. 2661 Portland and 770-790 East 36th, Suess - The <br /> Council on January 25, 1965 had tabled until July a request to allow United States <br />e Gypsum W. R. Wallboard as exterior wall 'covering, and the City Manager reviewed the <br /> matter of noncompliance with the Building Code on apartment projects at 770 and 790 <br /> East 36th Avenue and 2661 Portland Street owned by Robert Suess. Noncompliance with <br /> requirements on l-hour fire resistive rated material on roof eaves, underside of <br /> balconies, and beams and columns supporting the balconies was also discussed. Mr. <br /> Suess explained that the exterior wall covering had been refinished; that there had <br /> been no damage to the wallboard itself as a result of ' exposure, and he said he felt <br />I that a longer period of time would be necessary to prove the durability of the wall- <br /> board. After discussion on the acceptabitity of the wallboard for exterior wall <br /> covering and the use of less than i-hour fire resistive rates material, Mr. Anderson <br /> moved seconded by Mr. Crakes to refer these two items to the Building Code Board of <br /> Appeals for an opinion and recommendation. Motion carried. <br /> The City Manager stated that the development of the west end of the site at 770-790 <br /> East 36th Avenue had not been in accordance with the plot plan approved by the Eugene <br /> Planning Commission. He also said that a building which had been indicated as being <br /> used for office purposes had been continually used for a dwelling contrary to per- <br /> mission granted by the Planning Commission. Mr. Hawk moved seconded by Mr. Anderson <br /> to refer this matter to the City Attorney and the Planning Commission for action. <br /> Motion carried. <br /> 3 2. Voter Pamphlet - After some discussion, the Council decided that factual material on <br /> the two fluoride questions - adding fluoride to water supply and furnishing fluoride <br /> upon request - would be placed in the voter pamphlet by the City. Dr. Purdy moved <br /> seconded by Mr. Hawk to place a statement in the pamphlet endorsing the Charter <br /> amendment to allow formation of a special parking district. Motion carried. <br /> Mr. Chatt moved seconded by Mr. Crakes to approve Items 1 and '2 of the Committee report. Motion <br /> carried. <br /> 4 3. Bid Opening Improvement Pro;ects, August 24, 1965 - A tabulation was presented of <br />I bids received on an informal request for bids for construction of sanitary sewer in , <br /> Laurelwood Area No. 2 ~bounded by 27th, Agate, 30th, Spring Boulevard) and storm <br /> sewer on Central Boulevard from 27th to 130 feet south and 200 feet west, arid for <br /> sanitary sewer reconstruction between '2nd and 3rd, Almaden and Fillmore. Mr. Chatt <br /> moved seconded by Mr. Lassen to award contracts 'to the low bidder on each of the <br /> projects. Motion carried. <br /> 5 4. Property Purchase, Sharon Way and Tandy Turn. Poor..; Condemna"ti.on proceedings had <br />e been authorized previously to acquire this property for park purposes, with the <br /> understanding that negotiation would continue with the property owner, Robert J. <br /> Poor. Mr. Poor had offered to sell the property for $17,500, but the property had <br /> been appraised at $7500. It was explained that Mr. Poor now offers to sell for <br /> $9900 since he says he has paid that for the property and would sell for that <br /> rather than allow the matter go to condemnation. Mr. Chatt moved seconded by <br /> Mr. Hawk to approve negotiation on the price to a ~aximum of $9900. Motion carried. <br /> 6 5. Sale of Property, 24th and Miami Lane, Armes - Mr. and Mrs. Cecil R. Armes offered <br /> to purchase the City-owned property at 2409 Miami Lane for $1200. Since' this' is a <br /> substandard lot which cannot be used for building purposes, the Council recommended <br /> the offer be rejected. Dr. Purdy moved seconded by Mr. McNutt to reject the offer <br /> of $1200 for tne property. Motion carried. <br /> Mr. Chatt moved seconded by Mr. Crakes to approve Items 3, 4, and 5 of the Committee report. Rollcall <br /> vote. All councilmen present voting aye, motion carried. <br />I 7 6. Parking Restriction, 1123 Monroe, Quinns Market - Mrs. Rachel Fischer requested <br /> that the two 30-minute parking spaces in front of Quinn's Market be changed to <br /> lS-minute'loading zones. The Public Works Department recommended that'the request <br /> be denied, since the problem is one of enforcement of any time limit ih this area. <br /> Dr. Purdy moved seconded by Mr. Hawk to deny the requested change. Motion carried. <br /> 8 7. House Trailer, Northwest Processing, 446 Bertelson Road - The Northwest Processing <br />e Company was' granted permission in May 1964 to maintain a house trailer on their <br /> II 9/13/65 - 6 t~ <br />
