Alley from East Park to Pearl between 8th and Broadway - The Public <br /> Works Department recommended that this alley be designated as one-way eastbound with <br /> appropriate signing since a recent survey had shown that 70% of the vehicles using <br /> the alley travel eastbound. Mr. Lassen moved seconded by Mr. Anderson to approve <br /> the recommendation. Motion carried. <br /> 2 7. Parking Prohibition. Garfield from 6th to 11th - The Public Works Department recom- <br /> mended prohibition of parking on this section of Garfield Street prior to installation <br /> of 4-lane traffic movement. Dr. Purdy moved seconded by Mr. Anderson to approve the <br /> recommendation. Motion carried. <br /> 3 8. Curb Sidewalk. Arondo Court off Gilham Road - Mrs. V. E. Robinette, 1460 Arondo <br /> Court, requested location of the sidewalk at the curb on Arondo Court, and the <br /> Public Works Department recommended approval stating that even though topography <br /> is not a problem the cul-de-sac is relatively short and very little room would be <br /> left for parking strip with standard setback walks. Mr. Lassen moved seconded by <br /> e Mr. Anderson to approve the request. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Hawk to approve Items 5 through 8 of the committee report. Motion <br /> carried. <br /> 4 9. Sidewalk. 15th from Polk to Ida Patterson School - Completion of this sidewalk was <br /> petitioned by several residents of the area, and Mr. Richard Myrand requested curb <br /> I location. The Public Works Department recommended installation of the sidewalk at <br /> standard setback location and notification of property owners of the City's intent <br /> to give them the opportunity to construct the sidewalk themselves. After discus- <br /> sion by the Council, Mr. Anderson moved seconded by Mr. Crakes to table this item <br /> to allow Council members an opportunity to look at that area on West 15th. Motion <br /> carried. <br /> Mrs. Lauris moved seconded by Mr. Hawk to table Item 9 of the committee report. Motion carried. <br /> . <br /> 5 10. Speed. Interstate 105 - The State Speed Control Board advised by letter the decision <br /> of the Board to establish a 70-mph speed on Interstate 105 from Eugene city limits <br /> (M.P. 1. 72) to east city limits of Eugene (M.P. 3.04). Mr. Anderson moved seconded <br /> by Dr. Purdy to approve the speed. Motion carried. <br /> Mr. McNutt moved seconded by Mr. Anderson to approve Item 10 of the committee report. Motion defeated. <br /> After further discussion, Dr. Purdy moved seconded by Mr. Lassen to recommend that the 55-mph signs <br /> be removed and the road remain unposted until the Washington-Jefferson Bridge is completed. Motion <br /> defeated. <br /> Mrs. Lauris moved seconded by Mr. Crakes'that the State Speed Control Board be informed the Council <br /> feels the present 55-mph speed should be retained and as currently posted on Interstate 105. Motion <br /> carried, Messrs. Purdy, McNutt, and Lassen voting no. <br /> I 6 11. Planning Commission Report - September 27. 1965 <br /> a. Traffic on Hilyard. 28th to 32nd - A layout of the proposed channelization of <br /> traffic on this section of Hilyard Street was recommended which provides for a <br /> solid barrier at 30th and Hilyard with short refuge for entrance to Mayfair; <br /> signals at 30th and Hilyard; removal of parking from both' sides of Hilyard be- <br /> tween 28th and 32nd or East and West Amazon Boulevards; and raised asphaltic <br /> markers onHilyard at 31st. The Planning Commission recommended approval of the <br /> recommenaation with the addition of a barrier along 30th to eliminate conflict <br /> e with westernmost entrance to Mayfair. Mr. Lassen moved seconded by Mr.Anderson <br /> to approve the proposed channelization and other recommendations. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. McNutt to approve Item l1a of the committee report. Motion carried. <br /> 7 12. Assignment of Easements. Springfield Utility. EWEB - The Eugene Water & Electric <br /> Board, having recently sold its electric distribution facilities inside the Spring- <br /> field city limits except those on Weyerhaeuser property to Springfield Utility Board, <br /> requested authorization to assign easements to the Utility Board. Mr. Lassen moved <br /> seconded by Mr. Anderson to approve the transfer. Motion carried." <br /> Mrs. Lauris moved seconded by Mr. McNutt to approve Item 12 of the committee report. Rollcall vote. <br /> All councilmen present voting aye, motion carried. <br /> 8 Annexation portions 1st and 2nd Additions Crescent Park. Trans Western (65-117) - This petition for <br /> -I annexation had been tabled at the September 27, 1965 Council meeting. The City Manager reported that <br /> additional information regarding sewer service for the area had caused the Planning Commission to re- <br /> verse its preyious recommendation to table, and they now recommend approval of the annexation.
