Halloween Night - The City Manager asked the Council members if they would concur in a recom- <br />I mendation by the Police Department and the Ministerial Association that Halloween be observed <br /> on Saturday night, October 30, rather than Sunday evening, October 31. Mr. Chatt moved <br /> seconded by Dr. Purdy to approve the recommendation. Motion carried. <br /> The City Manager stated his office has received numerous calls regarding tfue changing of Halloween from <br /> Sunday to Saturday night. The callers protesting that homecoming at' the,'University of Oregon should be <br /> considered. Mr. Chatt moved seconded by Mrs. Lauris to change the previous recommendation and to hold <br /> October 31 as Halloween. Motion carried. <br /> 2 3. The Downtown Committee - The committee recommended that the Mayor appoint a subcommittee of <br /> council members to develop a plan of procedure for the Downtown Study Committee. Mayor Cone <br /> named Councilmen Ray Hawk, Lester Anderson, Mrs. Lauris and John Chatt to serve in this <br /> capacity. Mr. Crakes moved, seconded by Mr. Lassen to approve the appointments. Motion <br /> carried. - <br /> Mr. Chatt moved seconded by Mrs. Lauris to approve the appointments to the subcommittee. Motion <br /> carried. <br />e 3 4. Planning Commission Report - October 5, 1965 <br /> a. Eugene Mission - East side of Bethel Drive, north of Pershing Street, R-3G to C3P and <br /> Mission location - The Planning Commission approved the recommendation from the Mayor's <br /> Mission Study Committee that the proposed location of the Mission on Bethel Drive north <br /> of Pershing Street and adjacent to the Southern Pacific Railroad right-of-way be approved. <br /> Mr. Chatt moved seconded by Mrs. Lauris to tentatively approve the location of the Mission <br />I and refer the matter of the zone change back to the Planning Commission. Mr. Wiswall, <br /> attorney, stated his clients felt there had not been sufficient time given to hearing <br /> arguments of people living in the area concerning the location of the Mission and also <br /> on the change of zone needed to permit the Mission in this area. Dean Haley, member of the <br /> study committee stated the proposed location of the Mission would not aggravate the tran- <br /> sient problem in the area. The problem is already there. Question was called for and <br /> the motion carried. <br /> Mr. Chatt moved seconded by Mrs. Lauris to approve the committee action. On call for discussion, <br /> Mr. Wiswall, attorney representing residents of the Bethel Drive area presented an opposing petition <br /> bearing several hundred names. Mr. Wiswall stated he also has several letters and communications <br /> objecting to the proposed location. Mr. W~swall pointed out that the proposed location would be un- <br /> duly detrimental to the residents in the area. He further stated that his'int~rptetation~of'the' ioning <br /> tode'.would indicate that the Mission should be located in the downtown area. Mr. Wiswall also suggested <br /> the Mesman property which is close to the Southern Pacific yards and which could be purchased for a <br /> Mission site. Other people speaking in opposition to the proposed location were Mr. John Myers, <br /> Mr. Tom Putnam, Mr. John Foskett, Mrs. Duncan, Carol Hepner, Miles Salgado and Mrs. Johnson. <br /> Mr. Al Wysong, chairman of the study committee and Mr. Dean Haley stated that the committee had spent <br /> considerable time in checking possible sites for the Mission and had used the criteria for the location <br /> according to the instructions of the study on the movements of the transient male in the Eugene area. <br /> Mr. Jack Gossard of the Eugene Mission said that the proposed site is very workable and he considers <br /> the proposed location a good solution to the problem. After much discussion and questions to the council <br /> and to members of the audience, ,g'.motion'was made by Mr. Chatt seconded by Mr. Anderson to amend the <br />I original motion to have the committee check the possiblities of the Mesman property. Motion on the <br /> amendment carried. The question was called for on the original motion as amended. Motion carried with <br /> Dr. Purdy voting no. <br /> 4 5. Sign Variance Requests, 18th & Chambers - Gibson and Spiecker - The members of the council <br /> viewed the area and requested additional information. A motion made by Dr. Purdy and seconded <br /> by Mr. Chatt was withdrawn which would have allowed variances of the two requests to be approved <br /> subject to limitation of the size of the signs. <br />e As further information to the council the City Manager explained that the size of the Dari-Delite sign <br /> was approximately 42 square feet per side. That the variance granted to Dari-Delite would have allowed <br /> them a sign up to a maximum of 60 square feet per side. Both Mr. Gibson of Lochmead Dairy and Mr. ~ <br /> Spiecher of Taco Villa spoke in behalf of their sign variance requests. Mr. Cpristensen of Christensen's <br /> Pharmacy on West 18th Avenue also spoke in favor of allowing the signs to be erected. After further <br /> discussion Mrs. Lauris moved seconded by Mr. Chatt to grant both variances with the stipulation that <br /> the signs be place so that they do not project over the street right-of-way and are to be non-revolving <br /> signs. <br /> 5 6. Right-of-way Purchase, 505 Oakwav Road and 715 Oakwav Road - On recommendation of the City <br /> Attorney, Mr. Chatt moved seconded by Mr. Anderson to approve the purchase of right-of-way <br /> from Glen Crase at 505 Oakway Road for $410 and from Fred Hauck at 715 Oakway Road for $500. <br /> Motion carried. <br /> Mr. Chatt moved seconded by Mrs. Lauris to approve the purchase of the Crase and Hauck properties and <br />I to include the propertY~J~~~ ~ester ~terson at $350. Rollcall vote. All councilmen present <br /> voting aye the motion was carr~e . 'l 9~J c90 <br /> 6 7. Bid Openings - Improvements <br /> a. Sidewalk, Oakway Road from Oakmont to Lariat Drive <br /> b. Sewer, Minda Drive from Norkenzie east 450 feet <br /> Mr. Chatt moved seconded by Mr. Crakes to award the bid to the low bidder in each case. Motion <br /> carried. <br />e Mr. Chatt moved seconded by Mrs. Lauris to approve the committee action. Motion carried. <br /> II 10/25/65 - 2 ll~ <br />
