One-way Couplet, Orchard and Walnut south from Franklin - The City Manager briefly out- 1 <br />lined the proposed change of traffic flow on Walnut, Orchard, and Franklin as.recommended <br />by the Public Works Department. Mr. Bob Fraser, attorney, presented on behalf of Lew <br />Williams Chevrolet a written statement that a substantially higher incidence of rear-end <br />collisions occur at Walnut and Franklin than at the average intersection. He stated <br />that the proposed one-way couplet would be expensive for those people affected by the <br />change in traffic flow at this intersection. : . <br /> <br />Mr. Hale Thompson, attorney, stated that he thinks the intersection is improperly sig- <br />nalized and that visibility of the signing is very poor after dark. He also suggested <br />that this matter be heard at a regular meeting after all property owners in the area <br />have had a chance to prepare arguments against the proposed change. <br /> <br />Mr. Vern Gleaves, attorney representing Irish-Swartz, stated his client would be willing <br />to close the curb cut on Orchard just south:of Franklin in-exchange for additional width <br />on the alley curb cut behind their store. between Orchard and Villard, and assuming the <br />traffic pattern would not be cnanged. e <br /> <br />Mr. Bruce Avrit, attorney speaking for business firms along Franklin Boulevard, objected <br />to the removal of parking from Franklin Boulevard and also _suggested that the Council <br />conduct a rehearing which would allow business people to present their arguments. <br /> <br />Councilman Chatt suggested that left turns be prohibited from Franklin to Walnut as well <br />as left turns from Orchard to:Frariklin. <br /> <br />Mr. Glen Clark, engineer from the Roseburg Division of the State Highway Department, 1 <br />stated the proposed change has been under consideration for a considerable time for the <br />purpose of reducing the accident rate at the two fntersections. <br />. - - <br /> <br />After further discussion, Mr. Crakes moved seconded by Mr. Lassen to hear further argu- <br />ments at the November 8, 1965 Council meeting and also have the staff present an evalua- <br />tion of the suggestions made at this Committee meeting. Motion carried. <br /> <br />The traffic engineer explained turning movements on Franklin.Boulevard at Walnut and Orchard Streets <br />as they are now and as they are proposed. He also explained .the problems which would result from <br />prohibiting left turns from Franklin to Walnut and from Orchard to Franklin. Several people in the <br />audience, including Mr. Alton McCully, Mrs. Muuz, and Mr. Sprague, had several sug~stions and ob- <br />jections Attorneys speaking for their clients who were opposed to, the one-way couplet were Hale <br />Thompson, Bob Fraser, and Vern Gleaves. <br /> <br />Mr. Crakes moved that the left turns oeprohibited at Orchard and Walnut Street for six months. Motion carried. .- <br /> <br />Mr. Chatt moved seconded: by Mrs.. Lauris to approve Item 2 of-the C?mmitt-ee report. Motion ca-rried. <br /> <br />3 3. Workable Program - It was reported that the single hurdle to Workable Program recerti- : <br />fication is house-to-house neighborhood housing code inspection. The report indicated <br />that this requirement- will be met. in the near future. e <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that Item 3 of the committee report be received and filed. <br />Motion carried. <br /> <br />4 4. Sidewalk, 1st from VanBuren to Adams - The Public Works Department _recomiriended con- : <br />struction of sidewalk on the south side of 1st Avenue from VanBuren to- Adams to serve <br />more pedestrians in utilizing the traffic signal at 1st and VanBuren. Mr. Anderson <br />moved second~d by Mr. Lassen to approve the. recommend~tion.. Motion carried. <br /> <br />5. Parking Prohibition, Willamette from 23rd to 24th - Mr. William E. Eaton requested re- <br />moval of parking from the east side of Willamette between 23rd ~nd 24th and establi~- <br />ment of one-way traffic south on Wi11amette between 20th and 24th. The Public Works.- <br />Department recommended parking prohibition on both sides of Wi11amette between 23rd <br />and 24th but would not recommend approval of one-way traffic as requested. Mr. Chatt <br />moved seconde~ by Dr. Purdy t~. approv~ the parking .prohibition and deny the requested 1 <br />one-way traffl.c pattern.
