The City Manager <br /> explained that ~peed limits are set by the State Speed Control, Board and that the . <br /> Council could request a study of this area. Vacation 17th, east of Friendly, Archdiocese of Portmnd - The P1~nning Commission <br /> recommended approval of the vacatton of a portion of 17th,Avenue e~st of Friendly <br /> Str~et,as requested by the Archdiocese' of Portland. The Public Works Department <br /> reported, that the Ctty had' paid $643.26_ for' a portion of the paving of Friendly <br /> Street ahd that the- fair ~arket value placed op the property by the Assessor's office I <br /> is $400. Dr. Purdy moved: to approve the vacation. , There was no second. <br /> After further discussion, it was recommended that the staff give this request fur- <br /> ther cons~deration,and repor~ at a lat~r date. <br />3 7. Vacation east/west alley between 10th and 11th from Charnel ton to Lincoln, Archdiocese <br /> of Portland - The Planning Commission recommended denial of this request. ,Mr.Lassen <br /> moved seconded by Mr. Crakes to deny the vacation. Agreement, Soil Conservation Service on Lower Amazon-Flat Creek Drainage' - The City <br /> Manager briefly explained terms of an agreement between the City,"a10ngwith 11 other <br /> units of 10ca1,governm~nt, a~d the Soil Conservation. Service with regard to proposed <br /> flood control and drainage program for the Lower Amazon'and_F1at Creek water sheds.' <br /> Mr. Lassen moved seconded by Mr. Crakes to approve participation'in the agreement. <br /> 'Mr. 'Chatt'moved seconded by Mrs. Lauris" to approve Items 6, 7, and 8 of the .Connnittee report. Bids Sewer, 23rd and Onyx - A tabulation of bids received was submitted, and Mr.McNutt <br /> moved seconded by Mr. Crakes to award the contract to Howard Nelson Construction <br /> Company on their low bid of $5,359.10. Motion carried. <br />6 10. Bids Walks and Wading Pool, South'Amazon Park" - A tabulation of bids. received was I <br /> submitted. Dr. Purdy moved seconded by Mr. McNutt to'award the contract to <br /> R. C. Parsons and Son on their low bid of $13,342. Motion carried. <br />7 11. Ordinance, Towing Cars Obstructing Street Construction ~ A proposed ordinance was <br /> submitted which would perm it tbe City to tow cars parked in construction zones. <br /> In discussion concerning the proper wording to be used on signs,it was recommended. <br /> that the word "in this block" be deleted. Mr. Anderson'moved seconded by Mr. ,McNutt <br /> to present tne ordinance as amended at the November 8, 1965 Council meeting. e <br /> Motion carried. <br />8 12. Parking Restriction, 19th west of Agate~ Belisle - Jessie Belisle, owner and ma~ager <br /> of the Bungalow For'Beauty at 1461 East 19th, requested 2~hour parking on,19th be- <br /> tween Agate and Emerald. The Public Works pepartment recommended that the present <br /> 30-minute limits be changed to'one hour, and that four available spaces on the north <br /> side of 19th west of Agate be restricted to 1-hour parking. Mr. McNutt moved <br /> seconded by Mr. Lassen to approve th~ recommendation._ Motion carried. <br />9 13. Vacation 9-foot alley near 12th between Olive and alley to east - Mr. C. H. Shaffer <br /> is now reactivating,a request'made in 1963 for vacation of the east/west alley be- <br /> tween 12tn and-13th from'Olive to the alley, between Olive" and Wil1amette. ,It was <br /> recommended the staff negotiate'this vacation based upon the fair market value of <br /> the square foo~age to,be vacated. No formal action was, taken. , <br />10 14. Road Dedication, Leaburg Canal, EWEB -,The Eugene Water & Electric Board requested' I <br /> dedication ofa lb'x3~0' strip of land a10ng-Leaburg Canal as part of a 60~foot <br /> road right-of-way.
