City View from 18th to 27th - The Public Works Department recommended <br /> that City View Street from 18th Avenue to 27th Avenue be designated a collector street <br /> , and all intersections posted with "yield" signs for traffic entering City View. Mr. <br /> Chatt moved seconded by Mr. Anderson to approve the recommendation. Motion carried. <br /> 2 14. Parking Re~triction. 5th from Lawrence to Washington. A.- B. Scarlett - After review, <br /> the Public Works Department recommended approval of a request from A. B. Scarlett <br /> to extend the 2~hour parking limit on 5th Avenue to Washington Street from Lawrence <br /> Street. Mr. Anderson moved seconded by Mr. Chatt to approve .the recommendation. Motion <br /> carried. <br /> 3 15. Parking Prohibition. West Side of Walnut Between Lew Williams Driveways - This prohibi- <br /> tion was requested by Lew Williams Chevrolet because of the installation of the Orchard- <br /> Walnut I-way couplet. The Public Works Department recommended approval. Mr. Chatt <br /> moved seconded by Mrs. Lauris to prohibit parking as requested. Motion carried. <br /> e 4 16. West Coast Petition. CAB - Notice was received of the GAB's order dismissing Eugene's <br /> motion to reopen the record for further hearings on West Coast's petition to delete <br /> United service. The Board had found the motion an unauthorized pleading since the <br /> Board has exercised its discretion to review the Examiner's initial decision. Notice <br /> was also received that oral arguments will be heard on December 15, 1965 at 10:00 a.m. <br /> in Washington, D. C. And notice from the Board of time allotted for oral arguments <br /> I in the review - 15 minutes to the city of Eugene. No action .was taken. <br /> 5 17. .Widening 6th and 7th - A letter was read from the State Highway Engineer advising he <br /> would recommend approval of widening and removing parking on 6th and 7th Avenues to <br /> the Highway Commission at the first opportunity. No action was taken. <br /> 6 18. Civil Defense Conference. December 8. 1965 - Announcement was again made of this <br /> conference presented by the Division of Continuing Education of the Oregon State <br /> $ystem of Higher Education. <br /> 7 19. National Association of Housing and Redevelopment Officials - Announcement was made of <br /> workshop of the Association to be held in Seat.tle, Washington on December 2, 1965. <br /> The workshop will center around provisions of the Housing Act of 1965 and the role of <br /> the new Department of Housing and Urban Development. No action was taken. <br /> 8 20. NLC Congress of Cities - The City Manager distributed copies of the proceedings of <br /> the July 24-28, 1965 42nd Annual Congress of Cities, "Communi-ties in Acti on", pub- <br /> lished by the National League of Cities. <br /> 9 21. Jail Report. Eugene Ministerial Association - The City Manager also distr'ibuted copies <br /> of a November 1, 1965 report of the committee of the Eugene Ministerial Association <br /> appointed to examine the jail." <br /> Mrs. Lauris moved seconded by Mr Crakes to approve Items 13 -through 21 of the Committee report. <br /> I Motion carried. <br /> ORDINANCES <br /> 10 Council Bill No. 7289 - Levying assessments for sanitary sewer in Willakenzie Sanitary Sewer Im- <br /> provement District No. WS-64-5 on properties withheld from Ormnance 13996 dated June 28, 1965 (Pickett, <br /> Palanuk, Determan, Hansen c/o Bedortha, Gardner), submitted :and read -t.he first time in full on Novem- <br /> ber 8, 1965 and held over for proper notice of assessment to be given owners of affected properties, <br /> e was brought back for consideration with no written protests on file. <br /> Mrs. Lauris moved seconded by Mr. Lassen to read the bill the second time by council bill number only, <br /> with unanimous consent of the Council. Motion carried unanimously and the bill was read the second <br /> time by council bill number only. <br /> Mrs. Lauris moved seconded by Mr. Lassen to read the bill the third time by council bill number only, <br /> with unanimous consent of the Council. Motion carried unanimously and the bill was read the third <br /> time by council bill number only. <br /> Mrs. Lauris moved seconded by Mr. Lassen to approve the bill and give it final passage. Rollcall vote. <br /> All councilmen present voting aye, except Mrs. Lauris and Mr. Crakes voting no, the bill was declared <br /> passed and numbered 14119. <br /> 11 Council Bill No. 7290 - Withdrawing from Oakway Water District, Willakenzie Fire District, and <br /> McKenzie Water Control District No. 1 that area annexed to the City on June 14, 1965 (Crescent Avenue <br /> I west of Coburg Road-Northwood Estates), was submitted and read in full. <br /> Mrs. Lauris moved seconded by Mr. Crakes to read the bill the second time by council bill number only, <br /> with unanimous consent of the Council-. Motion carried unanimously and the bill was read the second <br /> time by council bill number only. <br /> Mrs. Lauris moved seconded by Mr. Crakes to suspend the rules and read the bill the third time by <br /> council bill number only, with unanimous consent of the Council.
