<br /> Committee meeting held December 9, 1965:

<br /> Purdy; City Manager; Asst. City Manager; Adm. assistant; City Attorney;
<br /> City Recorder; Public Works Director; and o~hers.
<br /> 1. Appeal, Trailer Court Permissive Use, Garden Way south of Harlow Road (Rubenstein-
<br /> Braatz)(65-l26) - Minutes of the Planning Commission meeting of October 5, 1965 were
<br /> read with regard to the request of Harry Rubenstein and Fred Braatz for permission to
<br /> construct a trailer park in the RA Outer Residential District on the east side of
<br /> Garden Way south of Harlow Road. The Planning Commission had given preliminary ap-
<br /> prowa1 to use this property for a trailer park. Robert Fraser, on behalf of Dr.Daniel
<br /> Bond and others, had appealed the decision to the City Council.
<br /> Mr. Braatz presented the proposed project, showing its location and layout in relation
<br /> to Interstate 5, Garden Way, and Harlow Road. He stated that all Planning Commission
<br /> requirements had been met, and the City Council's approval is now being sought. Both
<br /> I Mr. Fraser and Dr. Bond voiced their objections and called attention to the fact that
<br /> quite a number of property owners in the area had signed a petition protesting the
<br /> creation of the land use and requesting a Council hearing.
<br /> After further discussion, Mr. Chatt moved seconded by Mr. Crakes to give preliminary
<br /> approval to the project as presented. Motion carried.
<br /> Mr. Chatt moved seconded by Mr. Crakes to approve Item 1 of the committee report.
<br /> e Mr. Braatz, partner in the proposed development, briefly presented the plan for development of the
<br /> area and stated he would be willing to answer any questions asked by the audience. Among those
<br /> people asking questions and opposing the proposed development were C. R. Lyman, Dr. and Mrs. Daniel
<br /> Bond, Mrs. Lloyd Hansen, Mrs. Herbert McCornack, and Mr. Mel Burnett and Bob Fraser, attorney re-
<br /> presenting Dr. Bond and residents of the area. Speaking briefly for the proposed development were
<br /> Max Pierce and Attorney Edward Fadeley, speaking for Mr. Braatz and Harry Rubenstein.
<br /> A vote was taken on the motion to 'approve the committee report, and motion carried.
<br /> 2 2. Planning Commission Report - November 22, 1965
<br /> a. Development Study Plan - The Planning Commission recommended that a new general
<br /> development plan be established which would outline the City's goals and would
<br /> serve as a guide for future councils, commissions, boards, and committees.
<br /> Glen Porter, president of the Planning Commission, recommended establishment of
<br /> I this development study plan and asked for participation by two members of the
<br /> Council to assist in preparation of the prospectus., Mr. Chatt moved seconded
<br /> by Dr. Purdy to approve the principle of the proposed plan and to proceed as
<br /> recommended. Motion carried.
<br /> 3 b. Annexation area on east side of Calvin Street near Vernon Way (VanOrdern-Ne1son)
<br /> (65-157) - The Planning Commission recommended approval of this annexation petition~
<br /> Dr. Purdy moved seconded by Mr. Lassen to approve the annexation. Motion carried.,
<br /> e Mr. Chatt moved seconded by Mr. Hawk to approve Items 2a and 2b of the Committee report. Motion
<br /> carried.
