State Speed Control Board Recommendations were 35 mph for McKinley Street from 7th <br /> to llthAvenue; 35 mph for West Amazon from Hilyard to Snell and 25 mph from Snell <br /> to Martin; and 35 mph for. Willakenzie Road from Cal. Young Road to Coburg Road. <br /> The City staff concurred in the recommendations except on McKinley Street on which <br /> they recommended a 30 ~ph speed. <br /> Mr. Lassen moved seconded by Mr. Crakes to apprwe the staff recommenda~ion. Mot icn carried. <br /> 2 4. Alder Street and Amazon Parkway West Reports - The City Manager reported that the <br /> staff, along with others from the Planning Commission and the County Commissioners I <br /> office had reviewed the proposed Amazon Parkway West project, and a report and recom- <br /> mendation would be forthcomi~g. The City Manager ,also stated that the staff at a <br /> later date would report on Alder Street as a major traffic carrying arterial. <br /> Dr. Purdy moved seconded by Mr. Chatt that the staff bring back reports,on both projects. Mot icn <br /> carried. <br /> e 3 5. Parking Prohibition. Grant and 8th.- Pacific Northwest Bell.requested cert~in parking <br /> restrictions adjacent to driveways on Grant Street and 8th Avenue. The Public Works <br /> Department recommended that parking be prohibited on the east side of Grant Street. <br /> from 150 feet north of 8th Avenue for. 100 feet to the entrance to Grant Motors used- <br /> car lot, and on the north side of 8th Avenue from 90 feet east of Grant Street for <br /> 90 feet to the east. <br /> I Mr.Chatt moved seconded by Mr. Hawk to approve the recommendation. Motion carried. <br /> 4 6. Land Exchange, 1st Addition Flint Ridge, Drainage Easement, Cooke - The Public Works <br /> Department recommended exchange o~ properties adjacen~ to Flint Ridge Avenue for a <br /> drainage easement over a portion of Lot 5, Block 2, 1st Addition to Flint Ridge. <br /> Berna~d Cooke will give the City a deed to the necessary proper~y in his ownership. <br /> Mr. Chatt moved seconded by Mr. Crakes to approve the exchange and authorize execution of the proper <br /> papers. Rollcall vote. All cooncilmen present voting aye, motion carried. <br /> 5 7. Sidewalk, 7th and Fillmore - The Public Works Department reco~nended that portions of <br /> the sidew~lk be constructed to complete the sidewalk between Polk and Chambers Str,eets <br /> on 7th Avenue. <br /> Mr. Chatt moved seconded by Mr. Crakes to initiate the recommended sidewalk improvement. Motion <br /> carried. <br /> 6 8. Amend City Code, Rooming House Definition - The Superintendent 9f Building Inspection <br /> and the Fire Marshal recorrunended clarification of the definition "rooming house" in <br /> the City Code. <br /> Mr. Chatt moved seconded by Dr. Purdy to approve the recommendat ion. Motion carried. <br /> I 7 9. SIAC Cash Dividend and Discount Plan - A letter was read from the State Industrial <br /> Accident Commission which stated that the city of Eugene and the Eugene Water and <br /> Electric Board would receive a dividend of approximately $15,000 together by <br /> July 1, 1966 based on their accident experience over the p~ year. Also, effective <br /> January 1, 1966 a discount plan will be instituted which will allow a 6% discount <br /> , on annual premiums, after experience rating, which will result in substantial savings. <br /> : <br /> -, <br /> The letter was received and filed. <br /> f e 8 10. Oversize curb cut, 5th between Willamette and Olive, U.S.Postoffice - Eugene Post- <br /> ! master Ethan Newman requested installation of two 60-foot curb cuts separated by <br /> I <br /> I a l5-foot island with plantings on the south side of 5th Avenue between Olive and <br /> t Willamette Streets. Tm Public Works Departmept rec()~ended approval. They also <br /> , recommended that drive-up mailboxes be placed on both sides of Olive Street. be- <br /> I tween 5th and 6th Avenues. <br /> Mr. Chatt moved seconded by Mr. Hawk to approve the recommendation. Motion carried. <br /> II <br /> 9 1l. Sidewalk Variance, 18th and Alder, Pi Kappa Phi - Alan C. Graves, president of the <br /> Alumni Association of Pi Kappa Phi, requested a sidewalk varian~e ,on the west side <br /> of Alder Street and the north side of 18th Avenue, and submitted a site plan show- <br /> irgproposed plantings, etc. The staff recommended approval of the variance and <br /> plantings, providing certain types of plantings are used as, recommended by the <br /> Parks Department. <br /> I Mr. Chatt moved seconded by Dr. Purdy to approve the recommendation. Motion carried. <br /> 10 12. Zumwalt Fire Protection Agreement - A proposed agreement was presented. covering <br /> fire protection between the Zumwalt Fire Protection District and city.of Eugene. <br /> The agreement covers the period from July 1, 1965 through June 30, 1966 and calls <br /> for a levy of 6 mills for the District. <br /> # <br /> Mr. Chatt moved seconded by br.
