Downtown Redevelopment - Reno Kramer of the San Francisco HHFA office reviewed the <br />discussion held with the .City staff, Planning; Commiss,ion, City Council, and Urban <br />Development Commission members regarding possibilities and methods for revitalizing <br />the core area. in downtown Eugene. The area proposed for redevelopment is bounded :by <br />Charnel ton. Street, Southern Pacific right-of-wa~, the alley between Mill ~nd High <br />Streets, and 11th Avenue. MerrlIDers of the Development Commission were unanimously in <br />accord with the motion made by Mr. Hawk, seconded by Mr. Anderson, and carried,: to <br />have the staff pr~~re an application for a pl~nning grant for the proposed r~de- <br />velopment program. <br /> <br />I <br /> <br />2 <br /> <br />2. Amazon Parkway West - The Public Works planner presented the proposed design of the <br />east/west art,er,ial from 15th and Jefferson, along the present Amazon chaimel to near <br />the intersection of 11th and the proposed Belt Line Road. The street would be con- <br />structed in several stage~ commencing with one 36-foot strip, eventually being <br />widened to. two.36~foot lanes.. Copies of the prbposed time schedule of work,to be <br />done and costs of the project were distributed. After questions and answers, <br />Mr. Chatt moved seconded by Mr. Hawk to approve the tentative plan as-presented. <br />Motion carried. <br /> <br />e <br /> <br />Mr. Hawk.moved seconded by Mr. Crakes to approve Items .1 and 2 of the Committee report. Mahlon Sweet Runway - The City Manager stated that West Coast Airlines proposes to be- <br />gin serving the Northwest with DC-9 aircraft sometime in the summer of 1966 and recom-: <br />mended extension of the runway at Manlon Sweet Field another 900 feet.. <br /> <br />I <br /> <br />Mr. Hawk moved seconded by Mr. Crakes that Item 3 be received and filed. Motion carried. <br /> <br />4 <br /> <br />4. Planning Commission Report - December 7, 1965 <br />a. Rezone to C-3P area between Coburg and Oakway Roads (McKay)(65-l56) - The Planning <br />Commission reaffirmed its recommendation to deny the req~est. The. Council took- <br />no action Qut ~sked for the matter to be scheduled for consideration at the regular <br />Council me~4ing.on January 10, 1966. <br /> <br />Mr. Hawk moved seconded by Mr. Crakes to take Item 4a from the table and open the subject for discus- <br />sion. Motion carried. <br /> <br />Miles McKay showed by sketches, drawings, and plot plans the proposed development of the area for <br />which he requested C-3P zoning. Objections to the proposed development and rezoning were. voiced by <br />Vernon Hicks, Marshall McCann, Allan Maxwell,: Ben Andrews, Charles Gillilan, and Mike Starr; After <br />questions answered by.Mr. McKay, a proposed compromise area was recommended to be zoned C~3P. <br /> <br />Mr. Anderson moved seconded by Dr. Purdy to refer the item back: to the Planning Commission. Motion <br />defeated. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to deny the request. ~otion defeated. <br /> <br />Mrs. Lauris moved seconded by Mr. Crakes to approve C-3P zoning: of the property lying south of a line <br />drawn from the intersection of Oakway Roaddand Westwood Lane northeast to the pOint-where the west <br />boundary,of the existing G-3P zone intersects Oakmont, including certain proposed restrictions. <br />Motion carried. <br /> <br />I <br /> <br />5 <br /> <br />q. Vacation alley between 23rd and 24th east .of Patterson, McKenzie Green - The Plan- <br />ning Commission recommended approval of this vacation request. Mr. Chatt moved <br />seconded by Mr. Lassen to approve the vacation. Motion carried. <br /> <br />6 <br /> <br />c. Sidewalk Variance 2160 Arthur Street, Boyles - James Boyles requested permission <br />for non-compliance with sidewalk requirements at 2190 Arthur Street since only <br />twO properties had sidewalks on this street: The Planning Commission recommended <br />denial of the request and that the Council initiate sidewalk installation on both <br />sides of Arthur Street from 18th to 22nd Avenue and along Garfield and other <br />streets se~ving Westmoreland School. The "committee recommended holding this item <br />over to giv,e m~mbers of the Council -an opportunity to view the area. <br /> <br />e <br /> <br />7 <br /> <br />5. Paving alley between 16th and 17th from Hilyard to Patterson - The Public Works Depart~ <br />ment recommenqed. paving this. alley after.taking a poll of owners of abutting properties. <br />Mr. Hawk moved, seconded by Mr. Anderson to pav.e the alley. Alley Vacat ion Asse'ssment, McKenzie Green - McKenzie Green requested. permission :tp pay <br />the $1,249.58 ,cost for vacation of the alley b~tween 23rd and 24th east of Patterson <br />in four annual payments plus 6% interest. Mr. Crakes moved seconded by Mr. Hawk to <br />.Qeny the request. : Motion carried. <br /> <br />9 <br /> <br />7. Liquor License Application - The Carriage Trade submitted license,:renewal ~pp1ication <br />for Class B Dispensers license at 160 South Park. Mr. Hawk moved seconded by <br />Mr. Lassen to recommend approval of the renewal.
