<br />Dr. Barton A. Dowdy, president of Northwest Christian College, stated that widening 11th Avenue to
<br />48' feet between Hilyard .and Kincaid would ,hamper developmen't of Northwestl,Christian College because
<br />approximately 50% of the College buildings (dormitories, cafeteria, etc.) would be on the' north side
<br />of 11th Avenue while the classrooms, etc., would be on the south side, making it necessary for the
<br />students to cross 11th Avenue at least six times a day. Hr further stated that' if this project is I'
<br />carried through, it .may becom~ necessary for NCC to seek a ne~ site. At this point, Mr. C~att asked
<br />Dr. Dowdy if the College would be in favor of the diagonal al'ternative between 11th and l3t.h. .
<br />Dr. Dowdy replied that' this would .cause :less damage to, NCC be:cause it wou.ld not split the campus.

<br />Richard Unruh, campus planner for .the University of Oregon, stated that at present the University has
<br />no immediate plans. to use the corner. which would be destroyed by a diagonal street, but possible
<br />future deveoopmentsmay require use of the site. He also said that the University considers the plan
<br />for. the diagonal as obsolete. The 'C~ty Manager mentioned that the diagonal street could be rounded
<br />so that a much larger area could be utilized. Mr. Unruh .replied that student travel across Kincaid
<br />will become much heavier, and'theUniversity would not. like to see Kincaid become a'heavy traffic
<br />carrier.

<br />Warren Streator, 465 East 11th Avenue, and Gordon Bechtel, research associate for .the Oregon Institute
<br />of Research, 488 East 11th Avenue,. both .spoke opposing .the wi:dening: pro'ject. Mr. Bechtel stated that
<br />traffic noise is already having an adverse effect' on research activities.

<br />The City Manager reported that a petition in oppos~tion had been read to the Council, and an analysis
<br />of signatures on that petition opposing:"the widening project indicated owners of 41% of the affected
<br />property were opposed.
<br />
<br />A resident at 487 East 11th Avenue spoke ,in opposLtion: to the' widening :project, and Charles Hopk.ins.,
<br />430 East 11th Avenue, questioned permitting parking on the proposed new street. The City Manager
<br />explained that the proposed plan would permit parking as an interim situation, but in the future no
<br />parking will be possible. He also explained that the street must be rebuilt and that it should be 1
<br />planned now for the volume of traffic expected in the future.,
<br />
<br />Vince 'Farina, chai~man of the Eugene Planning Commission, stated that all studies have indicated .
<br />that East 11th Avenue must be widened; he said that Eugene is growing at a tremendo'us rate and pro-
<br />vision must be made to handle an ever-increasing t~affic load. Dr. Jerome Maliner stated that a
<br />study of the sociological and human needs of the area should be made; he believes these values are
<br />bein g j;gnored.

<br />Ray Fountain, partner in the Minit Market, asked if utility lines could be: placed .'at the same t~;e :,: e
<br />the street is widened, stating that the street had been torn up and traffic disrupted twice in the
<br />past two years. The City Manager answered that plans include installation ofundefgtounduti1ity
<br />lines at the same time. He also explained that a street cannot be rebuilt at .the same time sewer
<br />lines are installed because of :~~ttl{ng. . :.

<br />Mrs. Lauris moved seconded by Mr. .Crakes .to: rebuild the street, including cur.bs and gutters wher'e ' ,
<br />necessary, at its pr~sent width.. Motion defeated, 6-2.

<br />Mr. Hawk moved seconded by Mr. Chatt to approve' the project as recommended by the Public Works De-
<br />partment (44 feet High to Hilyard, 48 feet Hilyard to Kincaid). Rollcall vote. Motion carried,
<br />Messrs. Hawk, Chatt, Purdy, McNutt, Anderson, and Lassen voting aye; Mrs. La~ris and Mr. Crakes.

<br />Mr. Hawk moved seconded by Mr. Chatt that contracts be awarded to the low bidder on each of the
<br />projects. Rollcall vote. All councilmen present voting aye, motion carried. 1

<br />1 Mrs. Lauris stated that the Millrace presents an opportunity to do something unique and that
<br />the Council should move forward rather quickly on this. No action was taken. .
