Fire and Rescue Equipment, Airport - The City Manager explained that the crash and <br /> firefighting vehicle which was tested and rejected last fall is unable to operate <br /> in the muddy terrain at the Airport. The Fire Chief reported that two lighter <br /> veh{cles which could be purchased for a price equal to or less than the cost of <br /> the single vehicle previously tested are now being considered. One truck is pri- <br /> marily a crash-rescue unit - light enough to operate in the mud and equipped with <br /> a dry chemical foam producing unit. The other is primarily a structural unit for <br /> fighting fires in the buildings at the Airport, but is equipped with a foam unit and <br /> would also go to any crash fires. It is planned to use volunteer crews for the two <br /> vehicles. The City Manager stated that the specifications are not quite ready but <br /> will soon be presented to the Council for consideration. <br /> 2 4. Police Department Protective Vests - Protective vests being used by the Police <br /> Department were demonstrated. Also demonstrated was a fibreglass helmet which <br /> has been chosen as being the best one of a number tested and which will become <br /> part of the regulation uniform worn. by patrol personnel. <br />e Mr. Crakes moved seconded by Dr. Purdy that Items 3 and 4 of the Committee report be received and <br /> filed. Motion carried. <br /> 3 5. Paving alley between Patterson and Hilyard, 23rd to 24th - The City Manager reported <br /> that an application for permission to install temporary asphalt paving in this alley <br /> had been received. He also explained that previously the City had been petitioned <br />I to pave the alley and had agreed to do so provided McKenzie-Green paid the entire <br /> cost. It was the consensus of the Council that the application be denied." <br /> Mr. Crakes moved seconded moved by Dr. Purdy to deny the application for temporary asphalt paving of <br /> the alley. Motion carried. <br /> Committee meeting held July 7, 1966: <br /> "Present: Councilmen Hawk, Lauris, Crakes, Purdy, McNutt, Anderson, and Lassen; City <br /> Manager and staff; and others. <br /> 4 l. Planning Commission Report - June 27, 1966 <br /> a. Annexation area west of Wi1lamette at 46th, Breeden Bros. - The Planning Commis- <br /> sion recommended annexation of this area with the condition that ~ll the land <br /> under Breeden Bros. , control (approximately 142 acres) be included. Dr. Purdy <br /> moved seconded by Mr. Crakes to proceed with the annexation as recommended. <br /> Motion ca.rried. <br /> 5 b. Annexation area south of North Belt Line east of Coburg Road, Cone - The Planning <br /> Commission recommended annexation of this area plus School District 4 Willakenzie <br /> school site. The Commission also recommended that the petitioner pay for an <br /> existing curb which was constructed and paid for. by the City on Coburg Road <br />I during the past summe~. The City Manager recommended that KEZI television sta- <br /> tion be contacted to see if they wish ~o have their property included. Mr.McNutt <br /> moved seconded by Dr. Purdy to proceed with the annexation as recommended. Motion <br /> carried. <br /> 6 c. Annexation .area at northwest corner of Bailey Lane and Luella, McDonald - T~e <br /> Planning Comm~ssion ~ecommended annexation with the condition that a 20-foot <br /> drainage easement be dedicated for Wi11akenzie Water Shed Channel 4. Mr.Anderson <br /> moved seconded by Mr. Lassen to proceed with the annexation as recommended. <br />e Motion carried. <br /> 7 d. Vacation Pine Vista Subdivision, Helling - Since~apptova100f this subdivision <br /> the developer has decided that cost of streets as originally platted is too <br /> expensive, and he is therefore requesting vacation of the plat to allow re- <br /> platting. The Planning Commission has approved the replat and recommends <br /> vacation of the old one. Mrs. Launs moved seconded by Dr. Purdy to approve <br /> vacation of the subdivision. Motion carried. <br /> 8 e. Vacation 26th Avenue east of Portland, Rubenstein - The Planning Commission recom- <br /> mended approval of the vacation subject to the owner's dedicating a l2-foot alley <br /> connecting the existing alley and Wi11amette.Street to prevent a deadend alley <br /> and to provide proper traffic circulation. A value of $1.25 per square foot was <br /> placed on the land to be vacated. Dr. Purdy moved seconded by Mr. Anderson to <br /> approve vacation of 26th east of Portland su~ject to the owner's dedicating the <br />I l2-foot alley as recommended and subject to payment of $1.25 per square foot <br /> benefit assessment. Motion carried. <br /> 9 f. Agreement Modification, State Finance - The Planning Commission recommended that <br /> the agreement between the City and State Finance covering rezoning of area at <br /> Cal Young and Coburg Roads be modified to allow the submission of a minor sub- <br /> division subject to the following requirements: (1) That the subdivision be sub- <br /> ject to minor subdivision regulations of the City; (2) That the present agreement <br /> be expanded to include the U. S.
