<br />~ <br />55 <br />e <br /> <br />7/25/66 <br /> <br /> <br /> <br />I Mrs. Lauris moved seconded by Dr. Purdy that contracts be awarded to the low bidder on each project <br />except paving Cal Young Road from Coburg Road to Gilham Road and on paving and sanitary sewers on <br />Polk 'Street from Railroad Boulevard to Bailey Street and Cross Street from Railroad Boulevard to <br />Polk Street. Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />1 The Assistant City Manager explained that the original bids of McKenzie Road & Driveway Company and <br />Stanton W. Payne were $56,176.23 and $54,432.53 respectively and not as shown on the tabulation. The <br />City Attorney stated the errors made in the City's specifications cannot be used as a basis to alter <br />bid figures once bids are opened and award should be made to the low bidder or .reject all bids and <br />start over. Mrs. Lauris moved EO reject all bids on paving C~l Young Road and call for new bids. <br />Motion died for lack of a second. <br /> <br />The City Attorney explained details of faulty specifications, and the Public Works Director stated <br />a new bid call would postpone the project until next year and probably result in higher costs. A <br />representative of Stanton W. Payne was asked if he would accept the project at the original b~d <br />price, and he indicat.ed in the affirmative. <br /> <br />4It Mr. Crakes moved seconded by Mr. Anderson to award the contract for paving Cal Young Road from Co burg <br />Road to Gilham Road to Stanton W. Payne on his original bid price of $54,432.53, which price shall <br />include the cost of disputed curb section. Rollcall vote. All councilmen present voting aye, <br />motion carried. <br /> <br />2 The Public Works Department recommended rejection of all bids and issuance of new bid call to be made <br />I separately on sewers and paving on Polk Street from Railroad Boulevard to Bailey Street and on Cross <br />Street from Railroad Boulevard to Polk Street. Mrs. Lauris moved seconded by'Dr. Purdy to approve <br />the :ecommendation, r~jecting all bids, and issuing separate bid calls on sewers and paving. Rollcall <br />vote. All councilmen present voting aye, motion carried. <br /> <br />COMMITTEE REPORTS <br /> <br />Committee meeting held July 14, 1966: <br /> <br />"Present: Mayor Cone; Councilmen Lauris, Chatt, Crakes, -Purdy, Anderson, and Lassen; City <br />Manager and staff; and others. <br /> <br />3 1. Report to Community, Eugene Human Rights Commission - Mr. Lassen moved:seconded by <br />Dr. Purdy that the Council accept. the report and thank the Commission for a very <br />fine report. Motion carried. It was also agreed that the Commission will work with <br />the Council toward correcting adverse conditions in the City. <br /> <br />Mrs. Lauris moved seconded by Dr. Purdy to approve Item 1 of the Committee report. Motion caFried. <br /> <br />4 2. Planning Commission Report ~ July 5, 1966 <br />a. Rezone RA to C-2 east side of Coburg Road south of Adkins Street, Adkins - The <br />Planning Commission recommended denial of this request. Mrs. Lauris moved <br />seconded by Mr. Anderson the request be denied. Motion carried. <br /> <br />I Mrs. Lauris moved seconded by Mr. Crakes to approve Item 2a of the Committee report. Motion carried. <br /> <br />5 b. Rezone R-1 to C-3P both sides of Jefferson between 18th and 19th, Ingram - Mr.Ander- <br />son moved seconded by Mr. Lassen to deny this request for rezoning as recommended <br />by the Planning Commission. Motion carried. . <br /> <br />Stewart Rich, 2050 Madison Street, appeared to speak in support of the Planning Commission recommenda- <br />tion to deny rezoning, stating that (1) commercial development would cause a general deterioration of <br />the area; (2) an increase in traffic caused by commercial development would be a hazard to children <br />4It using Washington Park which is in the same neighborhood; and (3) there is no need for commercial de- <br />velopment here as there is already a market in the area. Clarence Ingram, the petitioner, stated <br />that this is a neighborhood of older homes, that it is quite a way to the downtown shopping area, and <br />that many businesses cannot afford the prohibitive land- cost of the downtomarea, and that new areas <br />should be rezoned for business use for the benefit of smaller businesses. Mrs. Jane R. Alward, 2100 <br />Madison Street, also spoke in support of the Planning Commission recommendation, stating that the <br />residents of the area wish to maintain the residential character of'the neighborhood. <br /> <br />Mrs. Lauris moved seconded by Mr. Crakes to approve Item 2b of the Committee report. Motion carried. <br /> <br />6 c. Rezone R-l to R-3 or R-3G area at 375 Rustic Place, Houmes - Dr. Purdy moved <br />seconded by Mrs. Lauristhat this request for rezoning be denied in accordance <br />with the Planning Commission recommendation. Motion carried. <br /> <br />7 d. Rezone R-l to R-3G southwest corner of Coburg Road and Pioneer Pike, Swormstedt- <br />I Weaver - Mr. Lassen moved seconded by Dr. Purdy that the request for rezoning <br />be denied in accordance with Planning Commission recommendation. Motion carried. <br /> <br />8 e. Variance to permit cabinet shop in R-3G zone at 2256 Roosevelt Boulevard, Burkin - <br />Mr. Crakes moved seconded by Mr. Anderson to grant the variance as. reommended <br />by the Planning Commission. Motion carried. <br /> <br />f. Variance Extension to 'permit operation of real estate office at 3090 Harlow <br /> <br />Road, Westward Ho, Inc. - Mr. Anderson moved seconded by Mr. Crakes that continua- <br />4It tion of the existing variance be approved in accordance with Planning Commission <br />recommendation, subject to the condition that use will be discon~inued upon 60-days <br /> <br />Jl 7 ~2 Sl-6~ - ~.
