<br /> ~t was recommended that bids be rejected as too high on paving and storm sewers on Arthur Street
<br /> from 11th Avenue to 12th, and on 12th Avenue from Garfield to Arthur. ' It was also explained that
<br /> the developed of Cambridge Park and 1st Addition to C~mbridge Park had decided to reduce that
<br /> project by about one-third.
<br /> Mr. Crakes moved seconded by Dr. Purdy that contracts,be awarded to the low bidder on each project
<br />I except paving and storm sewers on Arthur Street and on 12th Avenue, on which a new bid call will be
<br /> issued, and that the contract oe"awarded to Wildish, Construction Company for Cambridge Park, and
<br /> 1st Addition to Cambridge Park, and for Shasta Gardens, with Cambridge Park and last Addition to
<br /> Cambridge Park reduced by about one-third, and with ,waiver attached to both contracts waiving bid
<br /> procedure. Rollcall vote. All councilmen present voting aye, motion carried.

<br /> It was explained that the architects had estimated cost of this building at time of the bond election
<br /> at $176,797, but because of increasing costs the estimated cost now is $195,152, and that some cut-
<br /> backs may have to be made in the Parks Department construction program to compensate for increased
<br /> costs. Donald Smith of Lutes and Amundson, architects, explained the reasons for increase in costs
<br /> were (1) increased labor costs, (2) increased material costs (up 25% in the last year), (3) padding
<br /> of bids by contractos to allow for increase of prices between the time the bid is submitted and the
<br /> time construction is started, and (4) local building costs did not rise as fast as the national
<br /> average last year and are now rising at an accelerated rate. It was suggested that the, award of
<br /> the contract be held over in order that further study might be made of the possible effect of the
<br />I p~oposed l~% property tax limitation on bond sales.
<br /> Dr. Purdy moved seconded by Mr. Crakes that this item be held over for two weeks. Motion carried.
