<br /> I The City Manager explained that now, with almost 90 days having elapsed since the bid
<br /> opening, Vik Construction offered to contact subcontractors to determine whether their
<br /> bids would stand and, if not, if they would be willing to rebid, then Vik advising the
<br /> Council of any adjustment to the entire project based on only those subcontractors.
<br /> bids revised. The Manager recommended the entire project be rebid because of the time
<br /> elapsed and, since plans and specifications for Sheldon Pool will be ready to go out
<br /> by November 10, 1966, it was suggested both projects could be bid at the same time.
<br /> Mr. Hawk moved seconded by Mrs. Lauris that if it is determined only one subcontractor.s bid would
<br /> be renegotiated, then to hold the bid for Vik Construction, otherwise issue a new bid call for the
<br /> entire project.
<br /> Further discussion brought out that a Council meeting is scheduled for November 7, 1966 and any
<br /> negotiation of bids would probably take a week, so Mr. Hawk moved seconded by Mrs. Lauris to hold
<br /> this item until the November 7, 1966 Council meeting. Motion carried.
<br /> e 1 Parking Assessment District, 10th and Oak - The City Manager thoroughly reviewed with
<br /> the Council his survey and report on a proposed parking assessment district to enable
<br /> construction of a parking facility at 10th and Oak. The review took into account the
<br /> boundaries of the district, method of assessment, amount of assessment, payment either
<br /> in cash or by Bancrofting over a 20-year period, benefit to properties in the district,
<br /> etc. The survey and report was based on petitions submitted previously by owners of
<br /> I 54.15% of the area to be assessed, and 64.93% of the value.
<br /> A feasibility report was then discussed which had been submitted by Norman Jacobson and
<br /> Associates, and Mr. Jacobson and Mr. Drury of the firm were introduced. The feasibility
<br /> report dealt with possible gross income with and without a validation system, type and
<br /> size of structure, including the number of cars which could be handled in each instance,
<br /> des ign, etc. Also discussed were credits which would accrue against assessments, in-
<br /> cluding any difference in interest rate on Bancroft bonds sold to pay the assessments,
<br /> which by State law must be 6%, and interest rate on bonds sold to construct the facility.
<br /> The Planning Director explained that brochures are being prepared to be mailed to each
<br /> property owner in the proposed district which would give the maximum obligation of each
<br /> property, method of arriving at assessment figure, projected income using the valida-
<br /> tion system, assessment per square foot per year. Comments were also made by Glen Porter,
<br /> chairman of the Chamber of Commerce parking committee, and Fred Brenne, manager of the
<br /> Chamber of Commerce, indicating firm support for a validation system for the parking
<br /> structure.
<br /> Mr. Hawk moved seconded by Mrs. Lauris to adopt the goals and objectives as outlined~in.theCity
<br /> Manager's survey and report and set a public hearing for November 21, 1966 for a 668-unit parking
<br /> structure (5-level, $2,000,000). Motion carried.
<br /> Councilman Purdy asked if it would be possible at the public hearing to have a list of
<br /> the owners of the individual properties involved, whether or not they signed the petition,
<br /> I and the present land use of each property, and was told this information would be ready.
