She suggested two possible ways <br /> of accomplishing their preservation - through a historical foundation or by moving them to <br /> a living historical village. She submitted the names of Philip H. Dole and Mrs. Lance <br /> Hart as two qualified people to work on such a project. She also suggested inclusion of <br /> a photographer, a writer, and a typist. <br />e Mayor Cone suggested this might be an area of study for the Eugene Development's Agency <br /> Committee of Ope Hundredor the Lane Historical Society. There was some question that <br /> the Historical Socie~y is not in a position to finance such a project, and Mr. Anderson <br /> suggested it would be advisable to at least consult with the Society. <br /> Mr. Hawk moved seconded by Mr.Anderson to refer the item to staff with the understanding it would be <br />I brought to the attention of the Eugene Development Agency and to the Urban Renewal Agency. Motion <br /> carried. <br /> 2 City, County, State Agreement - 7th-Wi11amette River Section 1-105 - An agreement was <br /> presented between the City, Lane County, and the State concerning construction of the <br /> Washington-Jefferson Bridge and extension to 7th Avenue. It was explained that the <br /> earliest possible bid date for this project is now set for February 1967 because of <br /> redesign of portions of the structure, and it was recommended the agreement be referred <br /> to the Planning Commission for its consideration. <br /> Mr. Hawk moved seconded by Mrs. Lauris to refer the agreement to the Planning Commission. Motion <br /> carried. <br /> 3 Traffic Signal. 13th and Agate - A report from the Public Works Department was submitted <br /> which recommended installation of a right-turn lane for eastbound traffic on 13th turn- <br /> ing south onto Agate, indicating no need for a light at that intersection at present. <br /> Some discussion ensued with the consensus being that the right-turn lane installation <br /> may.re1ieve the present congestion. <br /> Mr. Anderson moved seconded by Mr. Crakes to install a right-turn lane as recommended on an interim <br /> basis with the item to be reconsidered when the next budget is being prepared. Motion carried. <br /> 4 Speed Limit , Hendricks Park and Skinners Butte Park - It was explained that speed limits <br /> within City park boundaries can be set by the Council without authority of the State <br />I Speed Control Board. <br /> Mrs. Lauris moved seconded by Mr. Hawk to set the speed at 20 mph in both Hendricks and Skinners <br /> Butte Parks. Motion carried. <br /> 5 Property Purchase, 1510 South Jefferson, Hollingsworth - The Public Works Department re- <br /> ported that property owned by John L. Hollingsworth at 1510 South Jefferson could be <br /> acquired for $9500 at the present time. The property is located in the proposed a1ign- <br />e ment of West Amazon Parkway. The Public Works Department had appraised the property at <br /> $9500, and it was estimated an expenditure of about $100 would be needed to make the <br /> property rentable for $80 per month until it is needed for the Parkway. <br /> Mrs. Lauris moved seconded by Mr. Hawk to acquire the property for $9500. Rollcall vote. All coun- <br /> cilmen present voting aye, motion carried. <br /> 6 EWEB-B100mberg Park Exchange - The Eugene Water & Electric Board contemplates construction <br /> of a new substation on the north side of Bloomberg Road near the northeast corner of City- <br /> owned property. At the west end of this property, EWEB owns about four or five acres for <br /> a reservoir site, and in order to construct a more efficient facility requested the City <br /> to trade part of the reservoir site for a portion of the Bloomberg Park property. The <br /> new substation is needed to serve Lane Community College and probable School District 4 <br /> construction in the area. School District 4 is aware of the proposal. <br /> Mr. Hawk moved seconded by Mrs. Lauris that the staff proceed to work out an exchange with the Eugene <br />I Water & Electric Board and School District 4. Motion carried. <br /> 7 Garden of Cities, North Las Vegas - The Parks Department recommended two of the trees <br /> listed on the invitation from North Las Vegas to send a tree to be planted in a plot <br /> of land to be dedicated to Eugene - Oriental Sycamore and Sunburst Locust. It was <br /> generally agreed to send the Sycamore. <br /> No action was taken. <br />e 8 Underground Wiring, Downtown Area - A letter was presented from Abar TV Cable Company <br /> concerning EWEB's intention of placing wiring underground in a certain portion of the <br /> downtown area.
