Ordinance, Airport Fuel Flowage Fee - An ordinance was presented which would provide <br /> a better method of collecting the fee for fuel sold at Mahlon Sweet Field for use in <br /> private planes. Under the new ordinance, the fuel distributor, or wholesale, will <br /> pay to the City the fee of 3~ per gallon delivered at the airport. It was noted that <br /> commercial users, West Coast and United, are exempted from the fee since they pay <br /> landing fees to the City. The Airport Commission recommended approval of the ordinance. <br /> Mrs. Lauris moved seconded by Mr. Crakes to adopt the ordinance. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Item ~ of .the Committee report. Rollcall vote. <br /> All councilmen present voting aye, motion carried. <br /> 2 2. West Coast Service - The Council was advised that West Coast has changed their service <br /> at Corvallis to two daily DC-3 flights each way. General conversation ensued concern- <br /> ing West Coast service, with a final conclusion that some investigation should be made <br /> of the possibility of obtaining Pacific Air Lines service at Eugene. <br /> - 3 3. Western States Fire Pumper - This apparatus was deli~ered to the City and has been <br /> checked and tested. Some minor equipment has been back ordered ($905) for future <br /> delivery, and some minor mechanical repairs are being made. The 10-ply tires de- <br /> livered on the truck will be replaced by Western States with the specified l2-ply <br /> tires. Partial payment in the amount of $27,000 was recommended, with the balance <br /> of $2,313.89 being retained to cover cost of back ordered parts and assure that minor <br /> repairs are made. Mr. Anderson moved seconded by Mr. McNutt to approve partial pay- <br /> I ment of $27,000. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt that Items 2 and 3 of the Committee report be received and <br /> filed. Motion carried. (See action on Bills for Western States $27,000 payment.) <br /> 4 4. Exchange of Property, Evergreen Union Retirement Association - A letter from attorneys <br /> for Evergreen Union Retirement Association was presented in which it was explained <br /> that the agreement with Evergreen for exchange o~ City-owned property facing un- <br /> dedicated 4th Avenue south of Skinners Butte for Evergreen property, previously ap- <br /> proved by the Council, is unacceptable to the Department of Housing and Urban Develop- <br /> ment. It was recommended that a direct trade be made of the City-owned property for <br /> two Evergreen-owned lots. In conference, the Evergreen people had agreed to give <br /> consideration to a possible future trade of Evergreen-acquired property in the event <br /> a future 1st-4th connector alignment requires it. The question was raised regarding <br /> possibility of providing in the agreement for amefinite price of 45~ per square foot, <br /> present appraised value, in the event repurchase of City property is consummated'in <br /> the future. The Council agreed to hold the item over until the December 12, 1966 <br /> meeting to give an opportunity to confer with the Evergreen people concerning setting <br /> a definite price if and when the property should be repurchased. <br /> Mrs. Lauris moved seconded by Mr. Chatt to appr.ove a direct trade of properties with Evergreen. <br /> The City Manager reported that Evergreen was contacted, and the Association had indicated it would <br /> be willing to file a letter of intent with the City at the time the trade agreement is signed with <br /> I regard to setting a 45~ per square foot price on any future purchase of property in Evergreen <br /> ownership. <br /> A rollcall vote on the motion was taken. All councilmen present voting aye, motion carried. <br /> 5 5. Maude Kerns Bequest, Washington Street at Willamette River - A memo from the City <br /> Attorney was read regarding a bequest of two lots to the City by Maude I Kerns. The <br /> lots are on the south bank of the Willamette River at the north end of , Washington <br /> e Street. They were bequeathed for park purposes in memory of Samuel F. and Harold C. <br /> Kerns. Mrs. Kerns also left a half lot immediately south of the two lots given to <br /> the City to Elmer Orton. The City Attorney asked for authorization of an agreement <br /> with Mr. Orton specifical~y designating the properties, since they were not legally <br /> described in Mrs. Kerns' will. The possibility was suggested of buying the half <br /> lot from Mr. Orton for inclusion with the park properties. Mr. Chatt moved seconded <br /> by Mr. Lassen to approve the agreement with Mr. Orton to identify the properties, <br /> and to investigate the possibility of purchasing his lot. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Item 5 of the Co~itte~ report. Motion carried. <br /> 6 6. Bids Sidewalks, Opened December 6, 1966 - A tabulation was presented covering four <br /> sidewalk projects. Mr. Hawk moved seconded by Mr. Anderson to award contracts to <br /> the low bidder, on each project~ Motion carried. <br /> I Mrs. Laun. s moved seconded by Mr. Chatt that Item 6 of the Committee report be'received and filed. <br /> Motion carried. (See action under New Business, Bids.) <br /> 7 7. Workable Program Recertification - The City Manager presented an application for <br /> recertification of Eugene's Workable Program and asked the Council's approval of sub- <br /> mission of the application to the Department of Housing and Urban Development. Mr. <br /> Hawk moved seconded by Dr. Purdy to adopt a resolution authorizing submission of the <br /> application for recertification of the Workable Program. Motion carried. <br /> e 8 8. Sale of Christmas Trees, 2192 Hilyard, Lindeen - R'nald J. Lindeen requested per- <br /> mission to sell Christmas trees from the parking strip in front of his residence <br /> at 2192 Hilyard Street.
