<br />The regular meeting of the Common Council of the c~ty of Eugene, Oregon was called to order by His
<br />Honor Mayor Edwin E. Cone at 7:30 p.m. ~n January 9, 1967 in the Council Chamber with the following
<br />councilmen present: Mrs. Lauris, Messrs. Purdy, McNutt, Anderson, Lassen; Mr~. Hayward, Messrs.
<br />McDonald and Wingard. .

<br />Minutes of the Counda meetings he~d December 12, 16, and 22, 1966, as mailed to members of the
<br />Council, were approved.

<br />Oath of office was administered to re-e1ected Councilman Glen Purdy and to new Council
<br />members Nancy M. Hayward, H. C. McDonald, and George Wingard by Deputy City Recorder
<br />Keith Hedeen. Mayor Cone welcomed the new members.

<br />Outgoing Councilmen R. G. Crakes and Ray Hawk were presented with engraved plaques and
<br />certificates of service by Mayor Cone who commended them for their work while Council
<br />members.

<br />Election, President and Vice President of Council - Councilman Lassen nominated Catherine
<br />Lauris as president. Councilman McNutt nominated Glen Purdy, and moved, seconded by
<br />Dr. Purdy, tha~ the nominations be closed and written ballots cast. Motion carried.
<br />
<br />The first ballot ~esu1ted in a 4-4 vote.

<br />president of the Council for the ensuing

<br />Upon advice of the City Attorney, a second
<br />Vote in favor of Glen Purdy who was declared
<br />year.

<br />Councilman Purdy nominated Catherine Lauris for position of vice president. Mrs. Lauris
<br />declined the nomination. Councilman Purdy nominated Lester Anderson for the position of
<br />vice president. Mrs. Lauris moved, seconded by Mr. Wingard, that the nominations be
<br />closed and a unanimous ballot cast for Lester Anderson for vice president. Motion carried
<br />unanimously, and Councilman Anderson was declared vice president for the ensuing year.

<br />Mayor's Message - Mayor Cone read his annual message to the Council and citizens of
<br />Eugene, reporting on accomplishments during the year 1966 and suggestions for 1~61.
<br />
<br />Appointments:j- Mayor Cone announced the appointment of Clare Hamlin for another term
<br />ending January 1, 1971 as a member of the Planning Commission, and the reappoiomment
<br />of Thomas McKeigue as a member of the Library Board for the term ending January 1, 1971.
<br />
<br />Councilman Purdy recommended the appointment of W. R. Stephens, 2485 Pioneer Pike, and
<br />Councilman Wingard recommended the appointment of Dr. Oscar Smith,2465 Fairmount Boule-
<br />vard as member of the Budget Committee for the 'term ending December 31, 1969.

<br />10th and Oak Parking Assessment District, DeNeffe Hearing - Mayor Cone explained that
<br />representatives of the DeNeffe estate, owners of property on the south side of 11th
<br />Avenue between Oak and Pearl Streets, and within the proposed 10th and Oak parking
<br />assessment district, did not receive notices of the public hearing on formation of the
<br />district held on November 21, 1966. He introduced Stanley Darling, attorney repre-
<br />senting the DeNeffe estate, who presented objections to formation of the district.
<br />Written objections were filed previously with the City by Mr. Darling. The thrust of
<br />his remonstrance was against the assessment formula based on proximity of assessed
<br />properties to the proposed parking structure. He called attention to the fact that
<br />the DeNeffe property is 40 feet from an established City parking lot at 12th and Oak
<br />which he felt would create a doubt of any benefit to the DeNeffe property to be de-
<br />rived from the proposed facility at 10th and Oak. Mr. Darling objected also on the
<br />basis that no other consideration was taken into account, such as present use, highest
<br />use, distinction between present use and speculative use, future use, etc. He ques-
<br />tioned the study leading to the conclusion that parking spaces are needed in this area,
<br />and stated the City ordinance authorizing formation of an assessment district, because
<br />of its provision that property used for certain types of public parking will not be
<br />benefited and therefore exempted, creates a dual standard of assessment. Mr. Darling
<br />specified certain parking lots within the proposed district which he felt were being
<br />used for private parking but which are exempted from assessment as public parking lots.
<br />He cited the difference in cost of the proposed structure at 10th and Oak and that of
<br />a proposed parking lot at 7th and Willamette, noting the two facilities would serve
<br />fue same type district. He also stressed the point that properties outside the proposed
<br />district will derive benefits from the structure ,as well as those within the district.

<br />Dr. Purdy moved seconded by Mr. Anderson to approve the appointments. Motion carried.

<br />Because Council members felt ample time should be given to reply to the objections presented,
<br />Mr. Anderson moved seconded by Dr. Purdy to continue the hearing to January 23, 1967 Council meet-
<br />ing. Motion carried.

<br />7th and Wi11amette Parking Assessment District - The City Manager briefly reviewed the
<br />survey and report on formation of an assessment district for a parking facility on the
<br />northeast corner of 7th and Willamette, and presented written protests from owners of
<br />
