Variance from R-l to allow retail knitting supply shop, 3569 Willamette, Nielsen - <br />The Planning Commission recommended a variance for six months only from January 1, <br />1967 to Elizabeth L. Nielsen to operate a limited retail knitting supply shop in <br />her residence. Council members were told there were objections in the neighbor- <br />hood to the commercial use in the residential area, and that a traffic hazard was <br />created because of parking on both sides of Willamette Street. Mr. WJngard moved <br />seconded by Mr. Anderson to approve a variance for the period ending June 30, 1967 <br />only. Motion carried. <br /> <br />Josephine Morgan, 60 East 37th Avenue, inquired concerning length of time the variance would be al- <br />lowed, and was told it would terminate at the end of six months. <br /> <br />Mel Murray, 3607 Willamette Street, submitted a letter of protest signed by residents of the area and <br />asked that the variance not be extended beyond the six-month period. <br /> <br />2 <br /> <br />f. Zoning Newly Annexed Areas - The Planning Commission recommended the following <br />newly annexed areas be zoned RA Outer Residential: <br /> <br />North side of Crescent between Coburg Road and Sarah Lane <br />North side of Crescent west of Sarah Lane <br />South of 40th west of Willamette <br />Southeast corner of Belt Line and Coburg Road <br />Northwest corner Bailey Lane and Luella Street <br />VanDuyn between Sisters View and Westward Hol <br />Between Bailey Hill Road and Quaker Street north of 15th <br />South side of 18th between Todd and Bailey Hill Road <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen to approve the recommended IDning. Motion <br />carried. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris to approve Items la through lf of the Committee report. <br />Motion carried, Mr. McDonald abstaining on Item If. <br /> <br />3 <br /> <br />2. Agreement with State, Traffic Island at Franklin and Moss - An agreement was pre- <br />sented between the State and the City concerning reconstruction of traffic islands <br />at the intersection of Moss Street and Franklin Boulevard. The work has been com- <br />pleted for a total cost of $2,840.08, contracted for and paid by the City, and this <br />agreement provides for the State's reimbursing the City for half, $1,420.04. <br />Mr. Anderson moved seconded by Mr. Lassen to approve the agreement. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris to approve Item 2 of the Committee report. Rollcall vote. <br />All councilmen present voting aye, motion carried. <br /> <br />4 <br /> <br />3. CAB West Coast Petition - ;he City Manager reported the CAB's decision that United <br />Air Lines service is to be retained at Eugene. He reported also that United stated <br />in a news release they would not appeal the decision. <br /> <br />5 <br /> <br />4. Wheel Boots - The Council's reaction was invited with regard to the use of a device <br />(boot) displayed by the Assistant City Manager. The boot is being considered for <br />use in trying to reduce the number of unpaid traffic tickets and would be clamped <br />on the front wheel of a car found in violation, the owner of which is known to have <br />tickets previously issued and still outstanding. Impounding th~ car and towing has <br />proven to be awkward and expensive. Also, because information.is slow in ooming <br />from the State, very often the car's ownership has changed. The Council agreed <br />that consideration of use of the booting device should be further explored. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris that Items 3 and 4 of the Committee report be received and <br />filed. Motion carried. <br /> <br />6 <br /> <br />5. Mapped-Streets Legislation - It was explained that in previous sessions of the <br />Oregon State Legislature mapped-streets legislation was sponsored by the League <br />of Oregon Cities which would enable cities to adopt ordinances empowering them to <br />designate location of major arterials in undeveloped areas and control development <br />in line with those major arterials. The legislation was not passed, and the Council <br />members were asked if they desired through the League again to ask the Legislature <br />to consider a mapped-streets law. Mrs. Lauris moved seconded by Mr. Anderson to <br />proceed to draft such legislation. Motion carried. <br /> <br />7 <br /> <br />6. Transient Room Tax - Co.uncil members were asked if they wished to request enabling <br />legislation from this session of the Legislature to allow cities to levy a hotel <br />and motel room tax. This type of tax would provide funds earmarked for civic proj- <br />ects catering to trans ient -type business such as convent ion halls ,,,.Aluditoriums, <br />stadiums, etc. There.was general discussion bringing out some protect to earmarking <br />of any funds. Mr. Anderson mo~ed seconded by Mrs. Hayward to notify the League of <br />Oregon Cities of Eugene's desire for legislation enabling cities to levy a transient <br />room tax.
