<br />Regular meeting of the Common Council of the city of Eugene, Oregon was called to order at 7;30 p.m.
<br />on April 10, 1967 inrthe Council Chamber by His Honor Mayor Edwin E. Cone with the foll:owing council-
<br />men present; Dr. Purdy, Mrs. Lauris, Mr. Anderson, Mr. Lassen, Mrs. Hayward, Mr. McDonald, and
<br />Mr. Wingard. Mr. McNutt was absent.

<br />Embassy in Seoul, Korea. Mr. Chung is visit :ii.ng Eugene as part of cl"toLir of th'e

<br />Mayor Gone also recognized a radio and tel'evision' news cl'ass from the' University' of'
<br />Oregon. The class was observing the Council meeting as part of an assignment from
<br />their instructor, XarlNestv6ld.

<br />Councilwoman Lauris' me'ntioned ,the' deplo'rabl'e 'condition of the Maso'nic cemetery located
<br />.at 25t,h .and University and asked if "something could be done to get 'it cleaned up. She
<br />suggested possible preservation of the area as an historic site. It was understood the
<br />Masonic Lodge would be contacted 'and'~ report brought back to the'Couhcil.'

<br />Councilman Anderson said he felt the maintenance of .cemeteries, is a legislative problem
<br />and moved, seconded by Mrs. Hayward, to propose to 'the League of Oregon Cities that a
<br />study be made of legislaeion affecting cemetery maintenance with the idea' of presenting
<br />:something to the 'next 'sess'ion of the Legislature. Motion' carried.'

<br />Councilman Purdy suggested a request be made for a feasibility study on a low-level dam
<br />on ,the Willamette River' in the North B:ank P:ark area,. and moved, seconded' by' Mr :"Anderson,
<br />that contact he 'made with the' Army Engi'nee'rs in this reg'ard: M6tion"carried, Mr.' Lassen
<br />voting no.

<br />Councilman -Anders'on asked' about the proposed "sign ordinance 'and was told the planning
<br />office has nearly completed work on the draft.

<br />, 'The 'Mar'ch-April.196T Grand Jury Report co:nce'rning the City/County jail was re'ad. The
<br />report state the jail is understaffed; facilities for abtorneys, visitors, and medical
<br />examiners are inadequate; and the kitchen is unsanitary.
<br />
<br />The City Manager said the jail 'is not considered to he understaffed. He said that the
<br />City realizes the inadequacy of visitors' facilities, but expansion plans for the,jail
<br />were discontinued when it was decided to go ahead with the Central Eugene Project so
<br />that. suitabledeterminiltion could ,be ,made as to the jail's l'ocat ion in relation t'o the
<br />downtown area in the overall Project 'planni'ng.. ' The City Manager 'also st'ated that the
<br />jail kitchen was inspected during the afternoon of April 10, 1967 by the County Sani-
<br />tarian and'found'to be in ~atisfa~tory condition. The kitchen will "hereafber b~ in-
<br />spected by the County Sanitari~n's office on a monthly schedule. No action was taken.

<br />It was recommended the low bid be thrown out, since Emerald Tr,ee Service is opera'ted by
<br />a City employe, and that the contract be awarded to the second-low bidder. Dr. Purdy
<br />moved seconded by Mr. Anderson to award contract to Engelmann's Tree Surgery. Rollcall
<br />vote. All councilmen present voting aye, motion carried.
