All councilmen <br />present voting aye, motion carried. <br /> <br />In response to a question from Councilman Lassen concerning sewage treatment plant additions, the <br />Public Works Director reported the work is about 99% complete. <br /> <br />COMMITTEE REPORTS <br /> <br />Committee meeting held March 30, 1967: <br /> <br />"Present: Mayor Cone; Councilmen Purdy, Lauris, Anderson, Lassen, McDonald, and Wingard; <br />City Manager and staff; and others. <br /> <br />2 <br /> <br />1. Mayor Cone Property Purchase - Mayor Cone distributed copies of a letter addressed by <br />him to Council members replying to charges made by Charles O. Porter concerning pur- <br />chase of property made by Mr. Cone in 1958. No action was taken. <br /> <br />I <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Item 1 of the committee report be received and filed. <br />Motion carried. <br /> <br />3 <br /> <br />2. Millrace Commission Report - Ken L. Morin, chairman of the Millrace Commission ap- <br />pointed to study and make recommendations regarding the lower millrace, commented on <br />the Commission's recommendations contained in its report, copies of which were pre- <br />viously distributed to Council members. The City Manager summarized the Public <br />Works Department review of the report. Clif Culp, member of the study COmmission, <br />said that it was the commission's intent that no City funds be spent for right-of-way <br />or easement acquisition, rather that dedications be worked out with owners of property <br />abutting the race. Mr. Anderson moved seconded by Mrs. Lauris that the City attempt <br />to acquire, develop, and maintain the lower millrace as a scenic and recreational <br />attraction, and that a commission be established to implement a plan of accomplishment. <br />Motion carried. <br /> <br />e <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 2 of the Committee report. <br /> <br />Some discussion took place concerning costs involved in acquiring millrace easements or dedications, <br />necessity for determination of a firm plan before going to the owners of properties abutting the <br />millrace, and establishment of a permanent millrace commcLssion. It was the consensus of the Council <br />that the present study commission would be asked to take the matter into the planning stage and bring <br />back a proposal for improvement of the race. A vote was taken on the motion to approve the committee <br />action, and motion carried. <br /> <br />4 <br /> <br />3.Sewer Assessment. BD-65-8; Gilbert:Property - The Council on January 9, 1967 deleted <br />from Ordinance 14637 two assessments totaling $25,685.46 levied against property <br />owned by Kenneth Gilbert and located at the Gilbert Shopping Center on Highway 99N. <br />The assessments were delted to allow levying of other assessments for the project to <br />proceed, and at the same time to allow Mr. Gilbert's attorney, Henry Camarot, to pre- <br />sent further information with regard to legal questions he raised on the Gilbert <br />assessment. The City Attorney's opinion, in a letter addressed to Mr. Camarot, stated <br />that the proposed assessment of the Gilbert property can be legally sustained.
