There was no other second, and the motion died. <br /> Mrs. VanFossen then suggested the item be referred back to the Planning Commission for consideration <br /> of permissive use. <br /> Kenneth poull, 675 East 40th, objected to the development of anything more than R-l because of density <br /> and potential increase in traffic. A letter was read from Fred and Marian Miller, 2904 West 18th <br /> Avenue, objecting to the rezoning. <br /> A vote was taken on the original motion to deny the rezoning petition, and motion carried. <br /> 1 f. Rezone from R-l to R-3G, area on north side of Rustic place at Vernal Street, Auferoth - <br /> The Planning Commission recommended denial of the rezoning. <br /> Mr. Auferoth, speaking for Mrs. Larry Beebe and a Mr. Bennett, owners of the property, said he felt <br /> e R-3G would provide for logical development, and presented letters in favor of the petition. <br /> Dr. Purdy moved seconded by Mr. Anderson to deny the petition. Motion carried. <br /> 2 g. Rezone from R-3 to C-3P. area on west side of Willamette between 29th and 30th, <br /> Baker Realty - The Planning Commission recommended approval of the petitioner's <br /> request to withdraw the petition. <br /> I Dr. Purdy moved seconded by Mr. Anderson to approve the withdrawal. Motion carried. <br /> 3 h. Variance from RA zone'to allow duplex. 27th and Jefferson, Suess - The Planning <br /> Commission recommended approval. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve the variance. Motion carried, Councilmen Purdy <br /> and McDonald voting no. <br /> 4 i. Vacation portion of Cross Street at Railroad Boulevard, Mannings, Inc. - Because of <br /> difference in surveys discovered in connection with paving Cross Street, Mannings, <br /> Inc. requested vacation ofa segment on the south side of Cross Street at Railroad <br /> Boulevard on which their building encroaches. Mannings will dedicate additional <br /> right-of-way to the City at this intersection to compensate for the vacation. The <br /> Planning Commission recommended approval. <br /> Mrs. Lauris moved seconded by Dr. Purdy to set a date for public hearing on the vacation. Motion <br /> carried. <br /> 2. Planning Commission Report - July 10, 1967 <br /> 5 a. Closing Off Old Country Road Running Diagonally from Country Club Road to Coburg Road- <br /> The Planning Commission recommended approval of the street closure, referred from <br /> the June 26, 1967 Council meeting, The Public Works Department recommended immediate <br /> closure, and initiation by the Council of paving that section closed off from Coburg <br /> I Road, as well as paving Country Club Road between Co burg Road and the Delta Highway, <br /> both to be scheduled for 1968-69 construction. Mayor Cone commented on use of the <br /> one lane of Country Club Road onto Coburg Road if the old County road is closed, ex- <br /> pecially when Autzen Stadium is in use. <br /> Mrs. Lauris moved seconded by Mr, Anderson to approve the recommendation, Motion carried. <br /> 6 b. Closing Off Turnoff From Coburg Road to Ferry Street south of Ferry Street Bridge - <br /> The Planning Commission recommended approval of this closure, also referred from <br /> e the June 26, 1967 Council meeting. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve. Motion carried. <br /> 7 c. Designating 23rd from Willamette to Friendly as Collector - The Planning Commission <br /> recommended approval of designating 23rd as a collector street by installation of <br /> yield signs at all intersecting streets not now controlled. Some discussion ensued <br /> concerning use of stop signs instead of yield signs. It was explained that 23rd is <br /> a minor collector and yield signs have been found effective for controlling streets <br /> entering a minor collector. Mayor Cone called attention to the intersection at <br /> 23rd and Lincoln and said probably a four-way stop would be better than the present <br /> control.. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve installation of yield signs at intersecting streets <br /> on 23rd not now controlled. Motion carried. <br /> I It was understood a report would be brought back in six to seven months on the effectiveness of the <br /> yield signs, and that the intersection of 23rd and Lincoln would be viewed on a future Council tour. <br /> 8 3. Traffic Control, 28th and Friendly - A petition was presented requesting stop signs at <br /> the southwest and northeast corners of 28th and Friendly. The Publi'c Works Department <br /> recommended denial on the basis that the present stop signs are in conformance with an <br /> overall plan for the completion of 28th Avenue to Chambers Street. <br /> e Dr. Purdy moved seconded by Mr. Anderson to deny the petition.
