<br /> Chamber on August 29, 1961 with the.fo11owing councilmen present: Hr. Purdy, Mrs. Lauris, Messrs.

<br /> Minutes of the meeting held August 14, 1967 were approved. as corrected, to show:Mrs. ,Hayward mentioned

<br /> 1 Mr. Anderson moved seconded by Mrs. Lauris to direct a letter to the State Sanitary Authroity to
<br /> modify within their authority the steps taken to achieve implementation of smog control as it affects
<br /> rye grass burners and take further steps, to: prepare legislation for ,the next session of the Legisla-
<br /> ture to completely outlaw rye or other grass burning in this area if it is to continue. '
<br /> Mr. Anderson, in making the motion, expressed his opinion that a small group should not be able to in-
<br /> flict the inconvenience of smoke and haze upon a community of 300,000 people in an area where everyone
<br /> should have the inviolate right to an unobsyructed view of the sun and to breathe free air.
<br /> Councilman McNutt objected to requesting complete outlawing of the burning. He said that not being
<br /> able to burn after harvesting would put the rye grass growers out of business since some of the land
<br /> is suitable only for rye grass.
<br /> Mr. Anderson moved seconded' by Mrs. Lauris to delete that portion of the motion "...and take further I
<br /> ,-
<br /> steps to prepare legislation for the next session of the Legislature to completely outlaw rye or other
<br /> grass burning in this area... II but to let the State Sanitary Authority know of complaints to see what
<br /> ,
<br /> can be done to remedy the situation, then take more drastic action if nothing is accomplished.
<br /> A vote was taken on the amended motion, and amended motion carried unanimously.
<br /> 2 Councilman Purdy asked for a check of the left-turn traffic movements at Oakway Road and Coburg
<br /> Road.
<br /> 3 Abatement 955 East 43rd - The City Manager read a letter from E. B. Sah1strom requesting a e
<br /> delay until September 1, 1967 or until the suit pending in Circuit Court is settled of the
<br /> hearing on abatement of the structure at 955 East 43rd Avenue.
<br /> Dr. Purdy moved seconded by Mr. Anderson to delay the hearing two weeks.
<br /> Henry Baitis, 945 East 43rd, objected to the postponement. He said there is no legal reason
<br /> for another delay, the structure constitutes a hazard to the neighborhood - one child has
<br /> already been injured because the house is open and subject to vandalism - and action on re- I
<br /> moving this house has been postponed every time it has come before the Council. I
<br /> A vote was taken on the motion to delay the hearing, and motion defeated, Councilman Purdy and Ander-
<br /> son voting yes, Councilmen Lauris, McNutt, Lassen, McDonald, and Wingard voting no. .It was agreed
<br /> the hearing would be held at this meeting at the regular time on the agenda. (See Resolutions.)
