Dr. Purdy moved seconded by Mr. Anderson that the bill be held until the November 27, 1967 Council meeting to allow proper notice of assessment to be given owners of affected properties. Motion carried. 2 Council Bill No. 8206 - Levying assessments ~or paving. and sanitary sewer in Orchard Terrace Addition was submitted and read in full. Dr. Purdy moved seconded by Mr. Anderson that the bill be held over until the November 27, 1967 Council meeting to allow proper notice,of assessment ,to be giyen owners of, affected properties. Motion carried. 3 Council Bill No. 8207 - Levying assessments for sanitary sewer in BD-66-7 (bounded by line be- tween Sections 23 and 26, T17S, R4W, W.M., Highway 99W, SP Coos Bay branch right-of-way, and line between Sections 26 and 27, T17S, R4W, W.M.) was submitted and read in full. e Dr. Purdy moved seconded by Mr. Anderson that the bill be held until the November 27, 1967 Council meeting to allow proper notice of assessment to be given.owners of affected properties. Motion carried. RESOLUTIONS 4 Resolution No. 1470 - Authorizing agreement with First National Bank of Oregon as paying agent I for City was submitted and read in full. Dr. Purdy moved seconded by Mr.Anderson that the resolution be adopted. Motion carried. 5 Collective Bargaining - Robert Ferrar and Fred Mohr, representing AFSCME ln4, presented a critizue on specifics of the City Manager's report to the City Council with regard to the Union's request for recognition and the.right to co~lective, bargaining. Copies of their presentation were distributed to Council members prior to the meeting. Mr. Ferrar asked the Council to adopt the statement of policy included in the presentation with re- gard to recognizing that employes have ,a right t~ organize and have unions of their choice, and the right to collective bargaining. ',', John Jensen, president and business agent; Frank Jackson, vice president; and Leonard Jensen, secretary-treasurer; all of Fire Fighters Local 851, cited various publications in support of their request for a collective bargaining contract. John Jensen asked the Council to appoint a subcommittee with authority to act for the Council and people of Eugene to discuss and implement a.bargaining contrac~ with Fire Fighters Loca~ 851. He urged that a decision be made at the October 30, 1967 Council meeting. Councilwoman Lauris asked if his proposal included. the Public Works employes, and Mr. Ferrar answered that Local_1724 is requesting only a statement of policy. No action was taken.
