Street Closure, Christmas 1967 - The Eugene Chamber of Commerce requested closure of <br /> streets on November 28, 1967 between 6:00 and 8:00 p.m. to effect a "mall" in the area <br /> generally between 7th and 11th, Charnelton and Pearl. A description of the activities <br /> planned during that time was given by Dave Whitbbead, chairman of the Chamber committee <br /> in charge of the Christmas season opening. The Public Works Department called attention <br /> to the parking which would be closed off, difficulty in moving traffic, expense incurred <br /> in placing and removing barricades, etc. Mr. Anderson moved seconded by Mrs. Lauris <br /> to go ahead with the plan for the mall, providing clearance is made with the Police De- <br /> partment and the City Manager's office. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve Item 3 of the Committee report. Motion carried. <br /> r'l <br /> 2 4. Jefferson Street Extension, Federal Fund Freeze ~ The Assistant City Manager reported <br /> there was some concern that the current Federa~ freeze of public works money would <br /> jeopardize contract award for the Jefferson Street extension, due for bid opening in <br /> November. The Council agreed a letter should be directed to the State Highway Depart- <br /> ment urging completion of the project at this time. <br />e The City Manager said a letter was sent to' the State Highway Department with regard to the Federal <br /> fund freeze. <br /> 3 5. Abatement, 955 East 43rd, Sahlstrom - The Assistant City Manager. reported that although <br /> the City was requi~ed to file an answer in the law suit filed by Mr. Sahlstrom with re- <br /> gard to this abatement, the City Attorney asked for an extension of time and will file <br />I the City's answer next week. <br /> Dr. Purdy moved seconded by Mr. Anderson that Items 4 and 5 of the Committee report be received and <br /> filed. Motion carried. <br /> 4 6. Retaining Wall, 2905 University - Marvin D. Hammarback requested permission to construct <br /> a four-foot retaining wall of four-inch cedare adjacent to the sidewalk at 2905 University <br /> Street. The Public Works Department recommended granting a revocable permit for the wall. <br /> Mrs. Hayward moved seconded by Mrs. Lauris to grant the revocable permit. Motion carried." <br /> Dr. Purdy moved seconded by Mr. Anderson that Item 6 of the Committee report be approved. Motion <br /> carried. <br /> Committee meeting held October 19, 1967 : <br /> "Present:Mayor Cone; Councilmen Purdy, Lauris, Anderson, Lassen, Hayward, McDonald, and <br /> Wingard; City Manager and staff; Representatives of AFSCME Local 1724 and Fire <br /> Fighters Local 851; and others. <br /> 5 1. County Air Pollution District - Councilman Anderson asked for staff review and Council <br /> discussion of creation of an air pollution district on a County boundary basis. The City <br /> Manager said the City Attorney has been asked to meet with the Springfield City Attorney <br /> and with Lane County Deputy District Attorney to explore the type of agreement and action <br />I necessary to cre~te a County-wide district and to report back as soon as possible. The <br /> Manager explained there is a January 1 deadline for County boundary districts to apply <br /> for 50% matching funds from the State. Some State appropriations are available to in- <br /> dividual cities on a 30% matching-fund basis. <br /> 6 2. Westmoreland Community Center - The Parks Department reported 12,658 persons used the <br /> Westmoreland Community Center during its first month of operation. <br />e 7 3. Leased-Housing Program - A letter from Senator Wayne Morse indicated he has asked the <br /> Department of Housing and Urban Development for prompt and thorough consideration of <br /> Lane County Housing Authority's leased-housing program application. <br /> 8 4. Commendation, Safety Director - A letter from the State Compensation Department ex- <br /> pressed appreciation for services and courtesies extended by Benjamin A. Masengil and <br /> Lawrence L. Jack in furtherance of the Department's advanced first aid classes. <br /> 9 5. Governor's Tax Message - The League of Oregon Cities forwarded a copy of Governor Tom <br /> McCall's message outlining his proposal for state budget reductions and property tax <br /> relief for consideration of the Legislative special session October 30, 1967. <br /> Dr. Purdy moved seconded by Mr. Anderson that Items 1, 2, 3, 4, and 5 of the Committee report be re- <br /> ceived and filed. Motion carried. <br /> 10 6. Agreement. First National Bank.. Paying Agent - The Finance Department recommended enter- <br />I ing into an agreement with First National Bank of Oregon whereby the Bank will pay the <br /> City's coupons and bonds when due from money 'previously deposited by the City. The <br /> Bank's cj arge is 4c; per coupon and '50c; per bond for items paid in Eugene, :and no :charge <br /> for itens paid in New York, at an estimated cost of $525 for current outstanding issues. <br /> Dr. Purdy moved seconded by Mr. Lassen to approve the agreement as outlined. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve Item 6 of the Committee report.
