He said the questions could probably best be answered by work- <br /> ing with representatives of both the unions and other non-union employes. <br /> Considerable discussion followed pro and con on whether to enter into collective bargain- <br /> ing and up9n the motion itself, whether its passage would in effect approve collective <br /> bargaining. Frank Jackson asked that some time limit be set for the item to be returned <br /> to the Council for consideration. <br /> A vote was taken on the motion to further consider the questions posed in the Manager.s report, and <br /> motion carried, Councilmen Purdy and McNutt voting no. <br /> Mrs. Hayward moved seconded by Mrs. Lauris that the City Manager be asked to join with representatives <br /> e from unions in trying to provide the Council with answers to these questions and that the report which <br /> is made to the Council in reply to these questions be a joint report from the unions and the adminis- <br /> trat ion. <br /> *,'\ <br /> A short discussion resulted in withdrawal of the motion with the consent of the second. <br /> Mr. Ferrar asked if the report from the Manager on the questions would be returned before the budget- <br /> I ing process is started. He said contact was made with several <br /> owners of property within the district and all, except one, indicated a preference for a <br /> later completion date in view of the $4000 saving. He recommended award of the contract to <br /> the low bidder on the alternate, Wildish Construction Company, at $20,893.20 with a comple- <br /> tion date of January 15, 1968. <br /> Dr. Purdy moved seconded by Mr. Anderson to award the contract as recommended. Rollcall vote.
