RESOLUTION NO, 4835 <br /> <br /> A RESOLUTION ADOPTING THE NATIONAL ~NC~DENT <br /> MANAGEMENT SYSTEM {N~JS) AS THE STANDARD FOR ~NC~DENT <br /> ~ANAGE~ENT IN THE CI~Y OF EUGENE, <br /> <br /> The City Counci~ of the City of Eugene finds that: <br /> <br /> A, The President in HomeJand Security Directive (HSPD)-5, directed ~he <br />SecretaW of the Depa~ment of ~,omel~d Security to develop a~d administer a National <br />Incident Management System (NIMS) which ~Ould provide a consistent nationwide <br />approach for ¢~deral, S~ate' an8 local governments t~ work together mo~e effectively <br />a~ efficiently to prepare fo~, prevent, r~pond to, and recover f~m domestic incident~, <br />regardless of cause, s~ze or c~mplexity. <br /> <br /> B. HSPD-5 requires local governments to make adoption of the NIMS a <br />condition for Federal preparedness assistance beginning in fiscal year 2005. <br /> <br /> C. To facilitate the most efficient and effective incident management, it is <br />critical that the City of Eugene utilize standardized terminology, organizational <br />structures, interopera~le com~n~cat~ons, consolidated action plans; ~nifie8 command <br />structures, uniform personnel qualification standards, uniform standards for planning, <br />training and exercising, c°mpre~ensive resource management, and designated incident <br />faciliti~ during emergencies or disasters <br /> <br /> D. The Incident Command System components of NIMS are already an <br />integral pa~ of the various incident management activities throughout the City of <br />Eugene, ~nclud~ng the Emergency Management Plan and emergency management <br />trai~ing programs. <br /> <br /> E, NIMS is consistent with the Emergency I~ted~ Succession provisions of <br />Sections 2.1015 t© 2.1050 of the Eugene Code, 1971 (EC), and the provisions of the <br />Emergency Code contained n EC S~tion 2.1055. <br /> <br /> NOW, THEREFORE, <br /> <br /> BE IT RESOLVED BY THE CiTY COUNCIL OF THE C~TY OF EUGENE, a <br />~uniciPal Corporation of the State of Oregon, as follows: <br /> <br /> Section 1. Based on the above findings, which are hereby ad.ted, the City of <br />Eugen stab~ishes the National incident Management System (N~MS) as the <br />c~t~ standard f~r inc dent management. <br /> <br /> Section~ 2.
