Street Name Change - The P.lal).ning Conunission recommended c.hanging the name of Whit- I <br />beck Boulevard between 28th and McLean to "McLean Boulevard" and that the entire <br />..streetbe designated a collector. _ <br /> <br />Dr. Purdy moved seconded by'Mr. Anderson to approve the name change and collector 'designation. Motion <br />carried. <br /> <br />2 6. "To'w Away" Area, Oak between 7th and 8th - ThePuhlic Works .Department recommended <br />designating the east side of Oak Street _between 8th and 7th as -a "tow' away" area to <br />enforce the parking prohibition at that location. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve the recommendation. Motion carried. <br /> <br />3 Dr. Purdy asked if a similar no parking area could _be established on the east side of High Street be- <br />tween Broadway and 8th Avenue, and was told it would be' investigated. <br /> <br />4 7. Commendation, Police Department - Letters were presented from Selective Service Head- <br />quarters and from the Lane County Chapter of .'theAmer:Lcan Civil Liberties Union commend- e <br />ing the Police Department in ,their handling of the rece~t draft protest in downtown <br />Eugene. <br /> <br />5 8. Human Rights Report - The Human Rights Commission expect.s to return a report and recom-. <br />mendation to the Council about January 1, 1968 on the CORE demands -referred to the <br />Commission by the Council. <br /> <br />6 9. Washington-Jefferson Extension - The State Highway Department wrote that since .schedu1l.ng 1- <br />construction of the southerly extension of the Washington-Jefferson bridge will.depend <br />upon Federal funds, a freeze would have some effect upon it. The.remainder of 1-105 is <br />to be contracted ihe latter p~rt of 1968 and that schedule wi[l be followed if there is <br />no cutb~ck in funds. <br /> <br />7 10. Alley Assessment Procedure -The .City Attorney issued an opinion as to whether an <br />a~artment house owner can be charged the entire.assessment for 'alley improvement or <br />the assessment pro rated according to potential occupancy when the alley is used <br />primarily for the apartment's access. He said such would be contrary to tie Charter <br />and to Oregon case l~w, that assessments must be divided equally on a square~footage <br />basis alnong abutting properties,. unless the apartment owner would agree otherwise. <br /> <br />8 11. Portland Airport Study - A letter from the Port.of Portland indicated it is in the <br />process of determining what its program will be, that at this time. .it does not en-' <br />vision a'nything' which will detract from the need for contemplated .improvements at <br />Mahlon Sweet Field. <br /> <br />No action was taken on Items 7 through 11. <br /> <br />ORDINANCES <br /> <br />9 Council Bill No. 8208 - Granting revocable permit .for fence i~ right-of:way,25th between Lincoln , <br />and Lawrence (Robathan) was (submitted and read in full. I <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that the bill be read the second time by council bill num1:ier '. . <br />only, with unanimous consent of the Council. Motion.carried unanimously and the bill was read the <br />second time by council bill'number only. <br /> <br />Dr. Purdy moved-seconded by Mr. Anderson that'the rules be ~uspended and the_bill read the third time <br />by council bill number only, with unanimous consent of the Council.. Motion carried unanimously and <br />the bill was read the third time by ~ouncil bill number only. ~ <br /> <br />Dr. Purdy moved se conded by Mr. Anderson that the bill be approved and given final passage. Rollcall <br />vote. All councilmen present voting aye, the bill was declared passed and numbered 15021. <br /> <br />10 Council Bill No. 8209 - Street Name Change - Whitbeck Boulevard from 28th Avenue to McLean <br />Boulevard to ':'McLean Boulevard" was. submitted and read in full. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that the bill be read the second t~me by council bill number <br />only, with unanimous consent of the.Council. Motion carried unanimousLy and the bill was read the <br />second time by council bill number only. <br /> <br />Dr. Purdy moved seconded by Mr. Ande~son.that the rules be suspended and the bill.read the third time <br />by coUncil bill number only, with unanimous consent of. the Council. Motion carried unanimously and <br />the bill was read the third time by council bill number only. <br /> <br />Dr. Purdy moved seconded by ~r. Anderson that the bill be approved and given. final passage. Rollcall 1 <br />vote. All cougctlmen present voting aye, the bill was declared passed and numbered 15022. <br /> <br />11 The City Manager informed the Council he will be attending a symposium in Philadelphia during .the <br />week of November 13, 1967 having to do with systems analysis of. urban_problems. The symposium will re- <br />sult in the selection of three to f{ve demonstration cities which will be provided consulting services <br />by data processing to set up systems analysis.
