Mr. Lansdowne explained the check represents a <br /> partial year's taxes and is more than the full year ad valorem taxes paid' on the <br /> property at the time of its acquisition by the Housing Authority. He said the in- <br /> lieu-of-tax payment for next year is anticipated to be about $7,00.0.00. . <br /> Dr. Purdy moved seconded by Mr. Anderson that Item 1 of the Committee report be received and filed. <br /> Motion carried. <br /> r <br />1 2. Millrace - The Millrace Commission reco'mmended C~uncil initiation of a program which <br /> will tie the lower millrace into the existing storm sewer, contingent upon acquisition <br /> of properties abutting ~he millrace by deed or easement at no cost to the City. The <br /> cost of the proposed program is estimat.ed at $18,000.00. Ken Morin, chairman of the <br /> Millrace Commission, said owners of property abutting the millrace are generally in <br /> agreement with the proposed program for increasing 'the millrace flow, and with Council <br /> commitment the Commission can go to the property owners for the necessary deeds or <br /> easements. The Public Works Director. said that although the proposed improvement e <br /> will double the minrace flow,. in the present channel the apparent increase will be <br /> negligible. Mr. Morin said the Commission feels any flow increase will be an improve- <br /> ment inasmuch as it would lower the bacterial count in the stream, and that bringing <br /> ownership under City jurisdiction would be the first. step toward possibl.e overall <br /> improvement of the race through co-pperative effort with the University.- <br /> Councilman Anderson asked if there could be some assurance of ultimate development of I <br /> the properties along the millrace for park purposes. ~r. Morin replied that i~ is <br /> doubtful the Commission c'an obtain deeds or easements if improvement other tha'n in- <br /> crease in the flow is cont'emplated at this time. He reiterated that Council commit- <br /> ment at this time is for stream flow. increase .only and maintenance, and that further <br /> improvement can only. be realized as the resu;lt of this first step. <br /> Dr. Purdy moved seconded by Mr. Wingard to indicate to the Millrace Commission that <br /> the Council will supply the funds necessary to tie the-Millrace into the existing <br /> storm sewer if and when deeds o'r- easement.s, are obtained at no expense to the City. <br /> from owners of properties abut~ing the Millrate~ Motion carried. <br /> - . <br /> It was understood any easement agreements ~ould be retu~ned to the Council for con- <br /> sideration prior to final acceptance. It ~as also understood the Commission is con~ <br /> cerned only with that portion of the millrace between Broadway and Franklin Boulevard. <br /> . . <br /> Dr. Purdy moved seconded by Mr. Anderson 'to ,approve Committee action with the understanding the prop- <br /> erties deeded and the easements given will be u~ed as part. of the City's parks and included as su~h. <br /> Rollcall vote. All councilmen present voting aye"motion carried. <br />2 3. Abatement. 955 East 43rd - A letter ~rom,Elmer Sahlstrom was read_ asking that the <br /> Council rescind its resolution ordering abatement of the residence at 955 East 43rd. <br /> He said the purchase contract with the Lees is now in escrow pending Circuit Court <br /> action on the abatement proceedings. A detailed report from the Building Department <br /> was read listing specific items of structural deficiency which would have to be cor- I <br /> rected before the building could be occupied. Ori the basis .of damage and deteriora- <br /> tion occurring since the house was moved to its present. site, the ,Building Department <br /> recommended proceeding with abatement,- with the stipulation that if the Council di- <br /> cides not to continue with abatement, complete plans and specifications be sub~itted <br /> wi~h the application for building permit. <br /> ; <br /> Henry Baitis, 953 East 43rd, Ron Schmaedick, Hiwan Court, and Mrs. Houts, owner of <br /> property adjacent to 955 East 43rd, urged continuation of abatement proceedings. e <br /> Mr. Lassen moved seconded by ~r. Wingard to contin~e with abatement. Motion carried. <br /> Dr. Purdy iQquired about an ordinance to reg~late house moving and set criteria to <br /> relieve the Building Department of decisions:6f this nature.; The Superintendent of <br /> Building Inspection said a proposed ordinance including items with. regard to house <br /> moving procedures is now ~eing con~idered by the Planning Commission. <br /> -- <br /> The City Manager said detailed plans and specifications from Mr. Sahlstrom's, designer, Silas Messer, <br /> were presented earlier in the day showing how the building could be brought to Code, and that Mr. <br /> Sahlstrom asked delay of the discussion until later in the meeting when he could be present. The <br /> delay was granted. (See Page <br />3 4. Traffic Control. 15th and Washington - The traffic engineering department recommended <br /> no additional control at the intersection of 15th and 'Washington unless the inter- <br /> sections at Charnelton and Lawrence are also controlled, in effect making 15th an I <br /> east/west arterial from Olive to Jefferson. Residents of the area had petitioned the <br /> Council for a stop sign at 15th and Washington because of accident incidence. Dick <br /> Clark, 1533 Washington, urged the Council to authorize a stop sign'at the intersection. <br /> ..
