<br />I 4 Council Bill No. 8207 - Levying assessments for sanitary sewer in BD-66-7 (bounded by line between
<br /> Sections 23 and 26, T17S, R4W, W.M., Highway 99N, Southern Pacific Coos Bay branch right-of-way, and
<br /> line between Sections 26 and 27, T17S, R4W, W.M.), submitted and read the first time in full on
<br /> October 23, 1967 and held over to this meeting to allow proper notice of assessment to be given
<br /> owners of affected properties, was brought back for consideration with one written protest on file.
<br /> Donald Husband, attorney representing George E. Solberg, 222 Maple Street, and Frank Graham, 1334
<br /> Elmira Road (BD-65-9 - C.B.8193), objected to the amount of assessments. The Public Works Director
<br />e explained various factors entering into computation of costs, including extraordinary depth of trenches
<br /> in some areas and subsequent decision by the Council to defray aportion of the assessment. He also,
<br /> gave a comparison indicating a marked increase in construction costs since 1963.
<br /> A letter was presented from Harold Trunnell together with a reply from the Public Works Department
<br /> with regard to connections installed for Mr. Trunnell's properties - Lots 10,8,7, Crystal Park Addition.
<br /> Ervin E. Lay, owner of Lot 29, Mapledale, objected to the time elapsed since start of the Council
<br /> meeting. He said his assessment notice indicated the public hearing would be at 7:30 p.m., and he
<br /> moved that the meeting be adjourned to another date when people wanting to discuss the assessments
<br /> could be heard instead of having other business discussed by the Council first. Mayor Cone ruled the
<br /> motion out of order. Mr. Lay then protested the amount of his assessment and objected to his prop-
<br /> erty's being served with sewers and assessed when adjacent property was not. It was explained the
<br /> property adjacent to his lies within the tentative right-of-way for Highway 126. Mr. Lay also com-
<br /> mented on the monthly charges made for sewage treatment plant and trunk1ine construction.
<br />I Clarence Stewart, 255 Figueroa Street, asked when the assessment would have to be paid, and the City
<br /> Manager explained the Bancrofting procedure.
