Salary Adiustment, City Employes - The City Manager requested consideration of a 1% <br />increase in salaries for all City employes to offset the increase in payroll deduc- <br />tions for PERS and Social Security. He said a 1%' increase to all employes will cost <br />about $17,000 to $18,000 for the period January 1 to July 1, 1968, and that existing <br />receipts and appropriations are sufficient to absorb the expense. Dr. Purdy moved <br />seconded by Mr. McDonald that salaries of all City employes be increased 1% effective <br />January 1, 1968. Motion carried. <br /> <br />Councilman Purdy asked for a review of the City's retirement program. <br /> <br />2 <br /> <br />4. PP&L Easements, Airport - Authorization was requested to convey easements to Pacific <br />Power & Light for relocated power lines to serve Mahlon Sweet Field. Mr. McNutt <br />moved seconded by Dr. Purdy to approve conveyance of the easements. Motion carried. <br /> <br />3 <br /> <br />5. Alley Entrance, Johnson Furniture - Dean Morris, architect, requested permission for <br />an unprotected entrance from the south side of Johnson Furniture Company building to <br />the 7th and Willamette parking lot. The Superintendent of Building Inspection said <br />no problems are anticipated. The property owner will assume responsibility for any <br />hazard, and there will be no penalty to the fire rating. Mr. Wingard moved seconded <br />by Mrs. Hayward to allow the alley entrance. Motion carried. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Items 3, 4, and 5 of the Committee report. Roll- <br />call vote. All councilmen present voting aye, motion carried. <br /> <br />4 <br /> <br />6. Dog License Sale - The Lane Humane Society requested permission to sell dog licenses <br />in all City fire stations. There were no objections. Mrs. Hayward moved seconded <br />by Mr. McNutt to approve. Motion carried. <br /> <br />Council members were invited to visit the Lane Humane facilities on tour. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Item 6 of the Committee report. Motion carried. <br /> <br />5 <br /> <br />7. Highway Interim Committee Hearing - Harris Hall, January 26, 1:30 p.m., to get public <br />opinion on highway needs, State parks, and motor vehicle legislation. Councilman <br />Lassen offered to attend the hearing and present statements on behalf of the city of <br />Eugene. Councilman Anderson suggested the Eugene-Springfield Area Transportation <br />Study should be presented at that time. The City Manager suggest Jerry Attig, chair- <br />man of the ESATS policy committee, be asked to present the study. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that Item 7 of the Commitee report be received and filed. <br />Motion carried. <br /> <br />6 <br /> <br />8. Agreement, Oakhill-Interstate 105 Section - The City Manager explained a review of a pro- <br />posed agreement with the State on the Roosevelt extension from the Washington-Jefferson <br />Bridge indicates interchange designs are inadequate to handle anticipated traffic volumes <br />as shown in the recently completed ESATS study. Also, the agreement proposes severance <br />of Polk Street which appears questionable in view of its possible need for local traffic <br />and for access to park property. Modification of the agreement has been requested from <br />the State Highway Department to allow individual interchange designs to be presented to <br />the city of Eugene for approval prior to construction, and to allow further considera- <br />tion of the Polk Street severance. No action was taken. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to hold the agreement until further clarification of it is <br />received from the State Highway Department. Motion carried. <br /> <br />7 <br /> <br />9. Washington-Jefferson Bridge, Ice - A letter was read from the State Highway Department <br />describing the enclosed box girder construction of the Washington-Jefferson Bridge <br />which is anticipated to reduce icing conditions. <br /> <br />8 <br /> <br />10. Fruit Growers, Sewage Fees - The total amount to be billed to the Eugene Fruit Growers <br />for 1967 was reported - $57,288.35 - for sewage treatment fees. <br /> <br />9 <br /> <br />11. Plumbing Code - Copies of ordinance adopting the 1967 Uniform Plumbing Code were dis- <br />tributed to Council members for study and future considera~ion. <br /> <br />12. Dedication, Sheldon Pool and Community Building - Scheduled for January 21, 1968 at <br />1:30 p.m. <br /> <br />13. ESATS Discussion - It was suggested the Planning Commission and Council meet to dis- <br />cuss the ESATS study recently published. Councilman Anderson said the Council will <br />be notified of a date for the meeting after the ESATS committee has met and considered <br />any suggested chapges. <br /> <br />14. Air Pollution Authority - Councilman Lassen asked Council members for suggestions for <br />representatives to be appointed to the Air Pollution Advisory Board set up under new <br />State regulations." <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that Items 9 through 14 of the Committee report be received <br />and filed.
