Motion carried. <br /> <br />2 Resolution No. 1489 - Granting variance to allow beauty shop at 840 East 32nd Avenue (LillY) was <br />submitted and read in full. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. <br /> <br />3 Resolution No. 1490 - Calling hearing February 26, 1968 re: Withdrawing from ZU~Na1t Fire Pro- <br />tection District that area annexed to the City on November 27, 1967 by Ordinance 15038, was submkted <br />and read in full. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. <br /> <br />6 Resolution No. 1493 - Approving agreement with Oregon Electric Railway (PUC Stipulation No.SXF-423) <br />was submitted and read in full. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. <br /> <br />7 Resolution No. 1494 - Approving agreement with Oregon Electric Railway (PUC Stipulation No.SXF-424) <br />was submitted and read in full. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. <br /> <br />. <br /> <br />The City Attorney explained that Oregon Electric Company and the city of Eugene have agreed, as <br />stipulated by the Public Utility Commissioner, that the City will remove the paving around the main <br />crossing and two spur crossings on Garfield Street to allow Oregon Electric to accomplish track work <br />necessitated by the City's improvement of Garfield Street. Removal of the pavement will be at City <br />expense, as well as its replacement when Oregon Electric completes the track work. The Public Works <br />Department and the City Attorney recommend approval of the agreements. Further PUC hearings will de- <br />termine responsibility for placement of warning signals. <br /> <br />8 <br /> <br />Resolution No. 1495 - Transmitting to Planning Commission rezoning requests for Planning Commission <br />hearing February 6, 1968, Council hearing February 26, 1968, was submitted and read in full. <br /> <br />I <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. <br /> <br />HEARING ON ZONING ORDINANCE <br /> <br />9 <br /> <br />Council Bill No. 8257 - Regulating Zoning in the city of Eugene, was submitted and read in full. <br /> <br />e <br /> <br />I Mr. Lassen moved seconded by Mrs. Lauris that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. <br /> <br />Mrs. Betty Niven, Planning Commission chairman, and Moe Thomas, Planning Commission member, described <br />the procedure followed in the preparation and consideration of the new zoning regulations and the <br />major differences between existing and proposed ordinance. <br /> <br />, Mrs. John Northway, president of the League of Women Voters, made a statement in behalf of the League <br />favoring the proposed ordinance and urged co-ordination of City and County zoning regulations. <br /> <br />A letter from the Urban Affairs Committee of the Southwest' Oregon Chapter of American Institute of <br />Architects was presented favoring adoption of the new ordinance. Also, a letter was presented from <br />Quiner and Britton, consulting engineers, takang exception to Section 18.05 and questioning five other <br />specific areas of the new regulations. <br /> <br />. <br />"" <br /> <br />George Marx, co-ordinator for various organizations which worked with the Planning Commission throughout <br />preparation of the ordinance, said the organizations generally endorse the new regulations except for <br />three major areas which need to be resolved. <br /> <br />I <br /> <br />The City Manager read the descriptions and purposes of Articles 1 through 6, with Mr. Marx commenting <br />on each article and general discussion on each article as they were read. <br /> <br />~ith regard to Article 2, Section 2.01(e) ~ Establishment of FH Flood Hazard Area: Sub-District _ <br />~r. Marx commented on the difference between City and County zo~ing, especially with reference to areas <br />annexed to the City, and recommended a committee be formed to work on zoning requirements in these areas. <br /> <br />e <br /> <br />~ <br />
