r 38 e 1/22/68 RESOLUTIONS I 1 Resolution No. 1488 - Granting variance to allow duplex at 1440~ Chambers Street (Pengra) was submitted and read in full. Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. 2 Resolution No. 1489 - Granting variance to allow beauty shop at 840 East 32nd Avenue (LillY) was submitted and read in full. Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. 3 Resolution No. 1490 - Calling hearing February 26, 1968 re: Withdrawing from ZU~Na1t Fire Pro- tection District that area annexed to the City on November 27, 1967 by Ordinance 15038, was submkted and read in full. Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. e 4 Resolution No. 1491 - Calling hearing February 26, 1968 re: Withdrawing from Oakway Water District and.from Wi11akenzie Fire District that area annexed to the City on November 27, 1968 by Ordinance 15040, was submitted and read in full. Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. 5 Resolution No. 1492 - Approving agreement with Oregon.E1ectric Railway (PUC Stipulation No.SXF-419) was submitted and read in full. I Mr. Lassen moved seconded by Mrs. Lauris that :the reso1uti.on be adopted. Motion carried. 6 Resolution No. 1493 - Approving agreement with Oregon Electric Railway (PUC Stipulation No.SXF-423) was submitted and read in full. Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. 7 Resolution No. 1494 - Approving agreement with Oregon Electric Railway (PUC Stipulation No.SXF-424) was submitted and read in full. Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. . The City Attorney explained that Oregon Electric Company and the city of Eugene have agreed, as stipulated by the Public Utility Commissioner, that the City will remove the paving around the main crossing and two spur crossings on Garfield Street to allow Oregon Electric to accomplish track work necessitated by the City's improvement of Garfield Street. Removal of the pavement will be at City expense, as well as its replacement when Oregon Electric completes the track work. The Public Works Department and the City Attorney recommend approval of the agreements. Further PUC hearings will de- termine responsibility for placement of warning signals. 8 Resolution No. 1495 - Transmitting to Planning Commission rezoning requests for Planning Commission hearing February 6, 1968, Council hearing February 26, 1968, was submitted and read in full. I Mr. Lassen moved seconded by Mrs. Lauris that the resolution be adopted. Motion carried. HEARING ON ZONING ORDINANCE 9 Council Bill No. 8257 - Regulating Zoning in the city of Eugene, was submitted and read in full. e I Mr. Lassen moved seconded by Mrs. Lauris that the bill be read the second time by council bill number only, with unanimous consent of the Council. Mrs. Betty Niven, Planning Commission chairman, and Moe Thomas, Planning Commission member, described the procedure followed in the preparation and consideration of the new zoning regulations and the major differences between existing and proposed ordinance. , Mrs. John Northway, president of the League of Women Voters, made a statement in behalf of the League favoring the proposed ordinance and urged co-ordination of City and County zoning regulations. A letter from the Urban Affairs Committee of the Southwest' Oregon Chapter of American Institute of Architects was presented favoring adoption of the new ordinance. Also, a letter was presented from Quiner and Britton, consulting engineers, takang exception to Section 18.05 and questioning five other specific areas of the new regulations. . "" George Marx, co-ordinator for various organizations which worked with the Planning Commission throughout preparation of the ordinance, said the organizations generally endorse the new regulations except for three major areas which need to be resolved. I The City Manager read the descriptions and purposes of Articles 1 through 6, with Mr. Marx commenting on each article and general discussion on each article as they were read. ~ith regard to Article 2, Section 2.01(e) ~ Establishment of FH Flood Hazard Area: Sub-District _ ~r. Marx commented on the difference between City and County zo~ing, especially with reference to areas annexed to the City, and recommended a committee be formed to work on zoning requirements in these areas. e ~
