Motion carried. <br /> <br />1 <br /> <br />10. Liquor License Bi-Mart - An application was submitted for a Package Store Class B <br />liquor license for the Bi-Mart, 1680 West 18th, approved by the Police Department. <br />Dr. Purdy moved seconded by Mr. McNutt to recommend approval. Motion carried. <br /> <br />Mr. Lassen moved seconded by Mr. McDonald to approve Item 10 of the Committee report. Motion carried, <br />Councilman Wingard abstaining. <br /> <br />2 <br /> <br />11. 7th and Willamette Parking Lot - Otto Poticha, architect, objected to the appearance <br />of the parking lot nearing completion at 7th and Willamette. He said it is 100% <br />blacktop and has no provisions for plantings. He suggested the Renewal Agency and <br />Chamber of Commerce make use of the area in terms of information booths, etc., rather <br />than filling the entire corner with cars. The temporary nature of the lot was ex- <br />plained since it is within the boundaries of the Central Eugene Project now in the <br />planning stage. The Manager said permanent landscaping will be installed if it is <br />decided the lot will be permanent. In the meantime, removable plants, screening, <br />etc., will be installed. No action was taken. <br /> <br />3 <br /> <br />12. Parking ProhlbEion, Fairfield Street - Councilman Wingard asked if residents on the <br />street could be allowed to park automobiles in the parking strip. The Manager said <br />it would require an amendment to the Code or would have to be allowed on a variance <br />basis. He said two of the residents objecting to the parking prohibition had corner <br />lots, but the situation would be investigated." <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that Items 11 and 12 of the Committee report be received and <br />filed. Motion carried. <br /> <br />Committee meeting held January 18, 1968: <br /> <br />"Present: Councilmen Anderson, Lauris, Purdy, McNutt, Lassen, Hayward, McDonald, and <br />Wingard; City Manager and staff; and others. <br /> <br />4 <br /> <br />1. Water Supply, State Street Area - Councilman Lassen asked if any information was re- <br />ceived concerning supply of water for domestic and fire protection purposes to the <br />Ohio, :Wisconsin, Dakota, Minnesota Street area, and was told EWEB has not responded <br />to the City's inquiry. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that Item 1 of the Committee report be received and filed. <br />Motion carried. <br /> <br />5 <br /> <br />2. Planning Commission Report - January 2, 1968 <br />a. Rezoning C-3P area on south side of Green Acres Road between Delta Highway and <br />Norkenzie, Vik - The Planning Commission recommended approval subject to modifica- <br />tion of the original agreement concerning landscaping and buffering, and approval <br />of building plans by the Building Department. No action was taken. <br /> <br />6 <br /> <br />b. Rezone to CR area south of Oakmont Way between Coburg Road and Oakway Road, McKay - <br />The Planning Commission recommended approval subject to modification of the original <br />agreement with regard to landscaping, buffering, off-street parking, and building <br />design. No action was taken. <br /> <br />7 <br /> <br />c. Rezoning to C-3P area at 1950 and 1955~ Empire Park Drive, Abbott - The Planning <br />Commission recommended approval to allow expansion of existing mobile home sales <br />business, subject to agreement requiring removal of structures on the property <br />within one year and screening along the west property line. No action was taken. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Items 2a, 2b, and 2c of the Committee report. <br />Motion carried. <br /> <br />8 <br /> <br />d. Rezoning to C-3P area on north side of 19th between Oak and Pearl, Whitaker - The <br />Planning Commission recommended denial. No action was taken. <br /> <br />The City Manager explained Miss Whitaker requested postponement of her petition at the Planning Com- <br />mission meeting, but the Planning Commission felt it was not likely the request would be granted and <br />therefore recommended denial. Miss Whitaker asked that it be referred back to the Planning Commission <br />and then withdrawn from the Planning Commission's agenda so that it could be brought back for con- <br />sideration if she so desires. <br /> <br />Mrs. Lauris moved seconded by Dr. Purdy to refer the item back to the Planning Commission. Motion <br />carried, Mr. McDonald voting no. <br /> <br />9 <br /> <br />e. Rezoning to M-2 Light Industrial area at 1710 and 1712 West 8th, Echo Spring Dairy - <br />Requested to allow expansion of existing offices. The Planning Commission recom- <br />mended denial of the M-2 zone, but recommended rezoning the area to CR Commercial <br />Residential. No action was taken. <br /> <br />Mr. Lassen moved seconded by Mrs.Lauris to deny the M-2 zone, but to rezone the area CR Commercial <br />Residential.
