<br />Adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the meeting
<br />held February 5, 1968 - was called to order at 7:30 p.m. on February 26, 1968 in the Council Chamber
<br />by His Honor Mayor Edwin E. Cone with the following Council members present: Mr. Anderson, Mrs.Lauris,
<br />Dr. Purdy, Mr. Lassen, Mrs. Hayward, Mr. McDonald, and Mr. Wingard. Mr.McNutt was absent.

<br />Minutes of Council meetings held January 22 and February 5, 1968 and of zoning ordinance hearing held
<br />January 29, 1968, as mailed to Council members, were approved.

<br />Councilwoman Hayward referred to the zoning ordinance hearing minutes of January 29,1968
<br />wherein a question was raised with regard to exclusion of restaurants which sell alcoholic
<br />beverages from the conditional uses permitted in R-P Residential-Professional districts
<br />and whether this was a proper area of concern for zoning. She asked in light of the City
<br />Attorney's remarks as shown in the minutes whether the City has a policy with regard to
<br />sale of alcoholic beverages in residential neighborhoods. The City Attorney said his re-
<br />marks as shown in the minutes were taken out of context, and said there is no policy
<br />against sale of liquors in any area under the present zoning ordinance except in school
<br />areas.

<br />Councilman Lassen asked whether it will be the responsibility of the City or the County
<br />for lighting the intersections of West Belt Line Road, especially the intersection at
<br />11th Avenue. The City Manager said lighting the 11th and Belt Line intersection will be
<br />the City's responsibility, but that all street lighting funds inthe current: budget have
<br />been used. He said it would be investigated to see if something can be arranged.

<br />Councilwoman Hayward said she received a number of calls concerning recent publicity with
<br />regard to the Regional Air Pollution Authority. She said the callers were concerned that
<br />it appeared the Authority may be heading toward lowering standards if burning permits
<br />were issued by fire departments when it was felt the Air Quality Control Officer is quali-
<br />fied and trained to know conditions under which permits could be issued. Other specific
<br />items she mentioned were that Cottage Grove should be welcomed as a member of the Authority,
<br />and that the Air Pollution Control Officer should be able to issue citations to people
<br />whose cars discharge heavy smoke.

<br />Councilman Lassen, member of the Authority, said the last two meetings of the Authority
<br />were informal work sessions in which the members were trying to set up a program and
<br />methods of implementing it. He said with regard to issuing citations for automobiles
<br />emitting smoke, the Authority's concern was centered on the staff's issuing citations
<br />in civilian clothes and using unmarked cars. The Authority questioned whether burning
<br />permits could be issued by various fire departments and whether for commercial or other
<br />type of burning, but there will be clarification on this at a later date. Mr. Lassen
<br />said with respect to including Cottage Grove as amember of the Authority that it is felt
<br />there will be inquiries from other cities in the area asking to be included. However, the
<br />Authority is at a disadvantage with regard to including them this year because of the time
<br />element of budget requirements. He said it will be considered as soon as possible.

<br />Proclamation, Canvass Votes February 20, 1968 City Election was submitted and read in full.
<br />
<br />Mr. Anderson moved seconded by Mr. Lassen to accept the proclamation. Motion carried.

<br />Laurelwood Bonds - Councilman Purdy suggested that the Laurelwood measure be resubmitted
<br />to the voters at the May 28 primary election, excluding the $144,000 for improvements,
<br />making a bond measure for the purchase price only, $371,000. The City Manager said other
<br />alternatives should be scheduled for discussion by the Council, and that there are possibly
<br />two more Council meetings - or a special meeting could be called - at which a measure could
<br />be put on the ballot. He said other financial problems will be discussed, so there may be
<br />other decisions.

<br />The Finance Department recommended acceptance of E. J. Burns' bid of $3,850.00, retirement
<br />of outstanding liens in the amount of $2,483.87, with the balance reverting to the General
<br />Fund.

<br />Mr. Anderson moved seconded by Mr. Lassen to approve the recommendation. Rollcall vote. All council-
<br />men present voting aye, motion carried.
