<br />The Public Works Department recommended award of contracts to the low bidder on each project:

<br />Paving and storm sewer on 26th, 27th, and Madison - A letter of protest was read from Everett H.
<br />Gardner, Milton-Freewater, in which he contended the procedure followed in giving notices and calling
<br />for bids was illegal. The City Manager said the procedure for calling bids on improvement projects
<br />is provided for in the City Charter and this procedure was followed.

<br />Mr. Anderson moved seconded by Mr. Lassen to award the contract to McKenzie Road & Driveway Company
<br />for $51,073.04. Rollcall vote. All councilmen present voting aye, the motion carried.

<br />Paving and storm sewer on Hayes and 10th - No written protests were received.

<br />Mr. Anderson moved seconded by Mr. Lassen to award the contract to McKenzie Road & Driveway Company
<br />for $51,688.00. Rollcall vote. All councilmen present voting aye, motion carried.

<br />Paving, storm sewer, sidewalk, and driveway approached on Coburg Road - Mr. Anderson moved seconded by
<br />Mr. Lassen to award the contract to Cushing Bros. for $66,348.81
<br />
<br />Councilwoman Lauris asked why there were two thicknesses for sidewalk - 4" and 7", and the City Manager
<br />explained the thicker walk is installed in driveway areas for added strength. The Manager said the
<br />entire cost of the project will be assessed to owners of abutting properties except $5,000.00 of the
<br />paving and $14,000.00 for storm sewers.

<br />Storm sewer between Charnel ton and Olive, 15th to 20th - Mr. Anderson moved seconded by Mr. Lassen to
<br />award the contract to Crest Construction Company for $31,514.61

<br />Councilman Lassen asked if this was a reconstruction project, and the Public Works Director explained
<br />it was an extension and will be the first storm sewer in this area.

<br />Several property owners inquired whether they would have a second assessment on their properties as a
<br />result of construction of this sewer. The Public Works Director explained the method of assessment for
<br />sewers abutting two sides of a property. He also again explained that assessment is made only for
<br />eight-inch sewer with the proceeds from bonds paying for anything over eight inches, the ~~ per square
<br />foot assessment and its purpose, and the cost of stubs.
