He called attention to <br />Mr. McKenzie's attempts to relocate after being displaced because of the City's acqthisition of the <br />property at 7th and Willamette, and urged the Council's favorable recommendation. <br /> <br />1 <br /> <br />Councilman Lassen <br />Hayward said she <br />Manager explained <br />the applicant and <br /> <br />questioned whether this location was proper for another tavern, and Councilwoman <br />didn't think the Council should make a judgment on the basis of location. The <br />it is the Council's responsibility to make a recommendation with respect to both <br />location, but the final decision rests with the State Liquor Control Commission. <br /> <br />Dr. Purdy moved seconded by Mr. Wingard to amend the motion to hold the application for Samls Place <br />to allow Council members to view the location on tour at the Thursday committee meeting, March 28. <br />Motion carried, Mrs. Lauris, Mr. McNutt, and Mrs. Hayward voting no: <br /> <br />The original motion as amended was voted on, and motion as amended carried. <br /> <br />Mr. Anderson moved seconded by Mrs.Hayward to recommend approval of the application for Sam's Place <br />at 825 Wilson Street, pending final consideration at the March 28 cQmmittee meeting. Paving and Sewers, Gillilan Plat;- The Public Works Department recommended approval of <br />waiver of bid procedure and award of contract in the amount of $17,581.24 to Wildish <br />Construction Company for paving and sanitary and storm sewers in Gillilan Plat between <br />Coburg Road and Sorrel Way. Motion <br />carried. <br /> <br />Variance, New Zoning Ordinance, 29th and Portland - The City Manager explained that Mr, <br />Keith E. Carter was told he could use a lot facing on Portland Street for parking of <br />vehicles in connection with a car wash he proposed for a connecting lot facing on 29th <br />Avenue. Mr.Carter proceeded on that information, ordered equipment, but when applying <br />for a building permit he was told the new zoning regulations would not permit parking on <br />the Portland Street lot. The Planning Commission has indicated its favorable considera~ <br />tion of an exception which would allow Mr. Carter to proceed with his' original plans. <br /> <br />\ti <br />.~ <br /> <br />The City Attorney presented an ordinance whereby the Council could authorize variances <br />and exceptions to the new zoning regulations under certain conditions.
