Rezone to C-3P area at southwest corner of 11th and Patterson, Ritchie - The Planning <br />Commission recommended denial of the request to rezone this property from R-4 to, allow <br />a convenience market and dry cleaners. The City Manager said that since the Planning <br />Commission's meeting Mr. Ritchie had been working with owners of two R-4 properties <br />between the present C-3P disttictand his property with the idea of their also request- <br />ing C- 3P rezoning. A letter was presented from Alice E. Mencke, owner of property <br />at the southeast corner of 11th and Ferry, objecting to the proposed rezoning. No <br />action was taken. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to deny the rezoning. <br /> <br />Ralph Cobb, attorney speaking for Harry Ritchie, said Mr. Ritchie has been working with owners of ad- <br />jacent properties and would like to submit a modification of .the rezoning petition. <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward to refer the item back to the Planning Commission. <br />carried. <br /> <br />Motion <br /> <br />c. Annexation of 65.73 acres north of 43rd and east of East Amazon Drive - The Planning <br />Commission recommended approval of the triple two-thirds petition for annexation of <br />this area~ Council members previously viewed ,the location. ' Mr. ~assen moved seconded <br />by Mr. Wingard to approve the recommendation. Motion carried. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Item 1c 'of the Committee report. <br />) <br /> <br />William Neel objected to the annexation on the basis that at this time it would not be of benefit to <br />the City. He said the City could not provide all of the paving and sewers necessary until further <br />annexation, that the cost to the City would be too great because of the de?sity involved, and that the <br />area would not "pay its own way" for some time. <br /> <br />Lee Smith, Beverly Robertson, Mrs. Donald Ridenour, and Cecil Hodges, all owning property within the <br />proposed annexation boundaries, urged the Council to approve the annexation because of development <br />needs in the area. <br /> <br />The Public Works Director described the portion of the properties which could be served immediately <br />with paving and sewers, and those which would have to wait until trunk service from 43rd is provided. <br /> <br />A vote was taken on the motion to approve, and motion carried. <br /> <br />3 <br /> <br />2. Planning Commission Report - March 11, 1968 <br />a. Zoning Newly Annexed Areas - The Planning Commission recommended zoning as RA <br />(1) North of Dulles Avenue between Calvin Street and Arcadia Drive (annexed by <br />Ordinance 14952) <br />(2) East of Delta Highway and south of Goodpasture Island Road (annexed by <br />Ordinance 15040) <br />(3) West of Wil1amette Street and north of 52nd Avenue (annexed ty Ordinance <br />15036) <br /> <br />Ii <br />Ii <br />~ I <br />II <br />;,1 <br /> <br />I: <br />4' <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Item 2a of the Committee report. Side Street Opening - The Planning Commission reaffirmed its previous recommenda- <br />tion that the Council petition the Public Utility Commissioner for a' grade crossing <br />of the Oregon Electric tracks at Side Street between Wilkie Street and Highway 99N. <br />The City Manager said that Attorney Glade Shimanek, representing the petitioners ' <br />requesting the reopening of this street, gave assurance of, clear title to ,the neces- <br />sary right-of-way at no cost to the City. However, should the crossing be permitted, <br />the City may be obligated to install crossing guards and/or signals. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve petitioning the Public Utility Commissioner for <br />grade crossing of the Oregon Electric tracks. MOtion carried. <br /> <br />Mr. Glade Shimanek, attorney, explained the request was brought before the Council because only a <br />public body may petition the PUC for street openings. <br /> <br />5 <br /> <br />c. Vacation Olive between 24th Avenue and 24th Place - The Planning Commission recom- <br />mended approval of the City's request for this vacation. A map of the proposed <br />vacation was presented, showing creation of a cul-de-sac and retention of, a . <br />pedestrian way between 24th Place and the south end of the vacated area.
