<br />a. 2nd and Fillmore (Tax Lot 2800) - In response to a call for bids, one bid was sub-
<br />mitted by Stringfield Bros. Lumber Co. for this lot on 2nd Avenue,west of Fillmore
<br />Street. The Finance Department recommended accepting the bid of $2,001.00.

<br />b. 1290 West 28th - On a new bid call, one bid was received from Mrs. Frances G.
<br />Toobert for this property. Her bid was $2,500.00 for the l60-foot depth owned by,
<br />the City, and an additional $500.00 for the balance of the property when the'title is
<br />cleared on the balance.

<br />Mr. Lassen moved seconded by Mr. Wingard to sell the 2nd Avenue property for
<br />$2,001.00 to Stringfield, and the160-f6ot depth at 1290 West 28th Avenue to
<br />Mrs. Toobert for $2,500.00. Motion carried.

<br />8. Assessment Segregation, Lot 8, Block 7, The Braes (File S-68-D) - James Wildish re-
<br />quested segregation of the $2,477.90 assessment against the property which lies be-
<br />tween McLean Boulevard and Douglas Drive. The segregated amount of $1,239.17 has been
<br />paid, leaving a lien balance of $1,238.73. The Finance Department recommended approval.
<br />Mr. Lassen moved seconded by Mrs. Lauris to approve. Motion carried.

<br />9. lRMBA License, The Steak Pit, 3700 West 11th - Submitted by Marilyn and Thomas Melart,
<br />and Jack and Helen Racely for a new establishment at Bailey Hill Road and West 11th
<br />Avenue. The Police Department recommended approval. Mrs. Lauris moved seconded by
<br />Mr. Lassen to recommend approval. Motion carried."

<br />1. Parking Prohibition, 1080 Patterson - A petition was presented from residents of
<br />Patterson Towers requesting parking prohibition north of the Patterson Towers drive-
<br />way entrance on Patterson Street. The Manager of the apartment building also sug-
<br />gesteda parking prohibition at the main entrance to the building and a right-turn
<br />lane for southbound Patterson Street traff~c turning onto 11th Avenue. The Public
<br />Works Department recommended prohibition of parking for two spaces immediately north
<br />of the driveway entrance, and that no action be taken at this time on the main en-
<br />trance parking prohibition or the right-turn lane.

<br />2. Harlow Road Pedestrian Crossing at Washington School - A sketch was presented showing
<br />the design of a proposed pedestrian island, between traffic lanes- at Washington School
<br />on Harlow Road. The design provides for raised asphaltic concrete markers. The
<br />Public Works Department reported proper signing and lighting would be required if the
<br />island is installed. Alternates would be a raised concrete island, which the Public'
<br />Works Department felt would be a distinct hazard, or an overhead crossing. He said
<br />the School District has requested an unloading zone on the north side of the street
<br />const.ructed at Cit'y expense in return for right-of-way dedication.

<br />The City Manager pointed' out several reasons why the proposed island would be hazardous
<br />and said it would be undesirable unless the School District would agree to man it dur-
<br />ing crossing hours. He said the Traffic Engineer did not recommend its installation.
<br />
<br />Councilman Wingard suggested the School District people be urged to resume their
<br />training program on school crossings and use of school boy patrols. Considerable
<br />disucssion followed touching on the City's responsibility with respect to school
<br />crossings or any pedestrian crossing. Mayor Cone suggested conveying to PTAs the
<br />idea of hiring mothers at a nominal fee to act as crossing guards.

<br />at Washington School on Harlow Road, eliminating a center island, but with the unloading area on the
<br />north side of the street as shown on the plan presented. Rollcall vote. All counc'ilmen present vot-
<br />ing aye, motion carried.

<br />3. Layng Lease, 7th a'ndWillamette - The City Attorney recommended acquisition of Waldo
<br />Layng's lease (Monroe's Jewelry) on property 'at 7th and Willamette for $3,000.00. The
<br />City Manager said this settlement will complete acquisition of the 7th and Willamette
<br />properties and recommended approval.

<br />right-of-way from George W. Jeffery at 3000 West 18th Avenue for $940.00.

<br />men present voting aye, motion carried.

<br />5. Oversize Curb Cut 2380 West 7th - The Public Works

<br />to accommodate a truck loading service area.
