<br /> that it could be filmed for broadcast over their Station PL-3, Cable 10.
<br /> 1 COUll ty- Sales/Income Tax Study - Councilwoman Hayward asked about
<br /> 1. the progress of this -.
<br /> study. The City Manager said the Lane County Commissioners asked the chief adminis- '~ .
<br /> trative officers of the County, Springfield, and Eugene to meet to explore procedures
<br /> ,- before action is taken to begin a County-wide sales or income tax study. These people
<br /> " have met with a consultant from the Bureau of Governmental Research who is gathering
<br /> "
<br /> information regarding taxes on a loca I level from which a study can be launched. A
<br /> report is expected soon.

<br />2 2. Council Agenda - Councilman McDonald asked if the Council's regular meeting agenda
<br /> could be arranged so that assessment ordinances could be considered earlier in the
<br /> meeting. He said he felt people appearing to protest assessments should not have
<br /> to sit through three or four hours of other Council business before being heard.
<br /> Councilman Anderson said he felt there should be professional assistance from the
<br /> Public Works Department at Council meetings to explain the applicant's request, and ,.
<br /> ': Mayor Cone suggested that some staff members should be available in the Public Works
<br /> :. office when the Council convenes so questions could be answered, then if they still

<br /> I, wish to be heard by the Council they would have the opportunity. It was understood .
<br /> ., an attempt would be made to formulate a time-saving method of hearing assessment

<br />3 3. EWEB Bond Prospectus - Copies of a Eugene Water & Electric Board bond prospectus cover-
<br /> ing $2 million water and $6 million electric utility system revenue bonds were dis-
<br /> tributed to Council members. The City Manager said the EWEB staff feels a meeting
<br /> between the Board and Council members would be desirable to discuss a number of items.
