<br /> ~304 ~ <br /> '. <br /> ~ <br /> 7/29/68 <br /> I <br /> 1 , <br /> I' <br /> increase density of such signs in permitted areas and that the percentage of billboard i ~ - <br /> " <br /> advertising inside the City is small when compar~d to the total, and that prohibition <br /> in other than highway oriented areas would not materially affect the overall billboard <br /> business. <br /> I. <br /> ;, <br /> Walter Dennis of the New Oregon Motel said he felt the phasing out periods for noncon- <br /> forming signs should be of longer duration, and he commented on the value of signs to <br /> competition. <br /> i <br /> Phyllis Ear 1y asked that the Outdoor Advertising amendment which would allow billboards in <br /> C-2 and C-3rzones,'not be adopted because of the residential areas surrounding shopping <br /> centers allowed in those zones. <br /> " <br /> Bud Nixon, 3530 West Amazon Drive, said he felt restraint on advertising would result in <br /> " reduction of revenues to governmental agencies, and Fred Braatz, Travel Inn Motel, was <br /> I. <br /> concerned that the greatest percentage of billboards which would be removed would be of <br /> , the community service type. -- <br /> , <br /> Mrs. Ruth Miller supported prohibition of billboard signs in any part of the City on the <br /> basis that it would improve the City's appearance and that signs should serve for identifi- <br /> cation only, not advertising. <br /> Eaton Conant, 2255 Columbia Street, said he felt retention of available area for billboards . <br /> in the downtown area would result in an increase in that type of advertising. <br /> Harold Parmenter explained the.prob1ems ,with which he has been confronted in trying to ~~ <br /> find a new location for his business, Parmenter Pontiac. <br /> Mr. McDonald moved seconded by Mr. Lassen to amend the motion to incorporate into Section 6 the pro- <br /> posed Outdoor Advertising Association amendments, excluding the proposed change of permit fees to <br /> $10.00 and $12.50, and adding a provision to prohibit billboard signs on Wi11amette from 19th south. <br /> The City Attorney ruled the motion out of order on the basis that it w~s in'conf1ict with the original <br /> motion. <br /> Councilmen Lassen and McNutt expressed the opinion that Section 6 as written is too re- <br /> strictive. Mrs.Niven expressed concern with regard to tying the sign regulations to ,the <br /> new zoning ordinance. Mrs. Darrell Smith said she didn't think the Council could rightly '. <br /> vote on adoption of Section 6 when no decision has yet been made on adoption of Section 2 - <br /> Sign Standards. <br /> Dr. Purdy moved seconded by Mr. Lassen to adjourn to August 5, 1968 and continue the hearing at that <br /> time.
