<br /> The regular meeting of the Common Council of the city of Eugene, Oregon was called to order by His
<br /> Honor Mayor Edwin E. Cone at 7:30 p.m. on September 9, 1968 in the Council Chamber with the following
<br /> councilmen present: Mr. Anderson, Mrs. Lauris, Dr. Purdy, Mr. Lassen, Mrs. Hayward, and Messrs.
<br /> McDonald, Wingard, and Teague.
<br /> The minutes of the meeting held August 26, 1968, as mailed to Council members, were approved.

<br /> The City Manager explained that the low bidder, Eldon Shields, left out one item with a note on his
<br /> bid that it was left out. The Manager recommended that the low bid be disqualified and the contract
<br /> . awarded to the second-low bidder, Leo Kowalewski Construction Co., on the basic bid, accepting
<br /> Option A on the filter ($4,600) and Alternates A (Natatorium Ceiling System - $4,300) and D (Nata-
<br /> torium Cabinet Fan Units - $1,700); rejecting Alternate C (Concrete block instead of brick); and
<br /> accepting Alternate B (Interior Radiant Deck - $4,600) pending 30-day waiting period to give School
<br /> District No. 52 an opportunity to decide whether they wish to finance it; for a total bid of
<br /> $537,200. An expenditure and distribution report of the $1.75 million bond issue was read.
<br /> Mr. Anderson moved seconded by Mr. Lassen to award the contract to Leo Kowalewski Construction
<br /> Company as recommended.
<br /> Councilman Lassen asked if eliminated items could be added later by City crews. Jon Berry, architect,
<br /> said a great many of the items could be added later and will have to be added if the facility is to
<br /> e be considered complete. He said they now recommend an entirely separate wading pool with its own
<br /> filtering equipment.
<br /> Councilman McDonald asked how items added in the future will be financed and if lockers and other
<br /> ~quipment will be paid for from operating funds. The City Manager replied that traditionally
<br /> operating funds are budgeted for capital projects on a priority basis. He said the pool as bid will
<br /> be operable and workable. The Parks Director said equipment costs are included in the contingencies
<br /> . figure, an item budgeted in the bond funds for this pool but not bid. Mr. McDonald also asked if it
<br /> is anticipated that the balance of $240,000 of bond funds will cover the construction of the Amazon
<br /> Community Building. The City Manager said it is felt it can be fitted in, but there is no way of
<br /> knowing until design plans are prepared.
<br /> A rollcall vote was taken on the motion as stated, and motion carried, all councilmen present voting
<br /> aye, except Dr. Purdy voting no.
<br /> In answer to a question from Councilman Lassen, Mr. Berry said the contract calls for completion
<br /> within 270 calendar days, but it could take 10 to 11 months.
