<br /> 37't~ <br /> .- <br /> 9/23/68 <br /> Adjourned meeting of the Common Council, City of Eugene, Oregon - adjourned from the meeting held <br /> September 9, 1968 ~ was called to order at 7:30 p.m. on September 23, 1968 in the Council Chamber <br /> . by His Honor Mayor Edwin E. Cone with the following councilmen present: Mr. Anderson, Mrs. Lauris, <br /> Dr. Purdy, Mr. Lassen, Mrs. Hayward, Mr. McDonald, Mr. Wingard, and Mr. Teague. <br /> Minutes of the meeting held September 9, 1968, as mailed to Council members, were approved. <br /> NEW BUSINESS <br /> 1 Polluted Slough. Roosevelt Jr. High School - Mrs. Hayward reported on a polluted slough <br /> located adjacent to Roosevelt Jr. High School and stated concern for the school children <br /> playing in the area. <br /> Mr. Anderson moved seconded by Mr. Lassen to request that the City Manager bring back a written report <br /> to determine the solution to the problem in conjunction with the County and the School Board. Motion <br /> carried. <br /> 2 Traffic Hazards - Dillard Road and Fox Hollow Road - Mrs. Hayward reported on traffic hazards <br /> . on Dillard Road and Fox Hollow Road where children are walking to and from school and there <br /> are no sidewalks. The City Manager stated there is narrow right-of-way on these streets <br /> and that he will bring back a report from the Public Works Department on what corrective <br /> action can be made. It was also requested that the City Manager check with the State <br /> Highway Department regarding reducing the 35-40 mile per hour speed limit in this area. <br /> . 3 Stop Sign. Sorrel and Vernal - Dr. Purdy mentioned the need for a stop sign at Sorrel <br /> and Vernal Streets. No action was taken. <br /> . 4 Age Limit - Bike Riding - Mayor Cone suggested consideration of an ordinance prescribing <br /> an age limit minimum to qualify for riding bicycles. No action was taken. <br /> 5 Appointment of Mrs. Catherine Lauris to Sister City Committee - Mayor Cone appointed <br /> Mrs. Catherine Lauris to the Sister City Committee. Mrs. Lauris thanked the Mayor and <br /> accepted the appointment. Term ending January 1, 1971. <br /> 6 Bids - Sale of Property. 11th and Danebo - Opened September 18. 1968 <br /> Bid <br /> G. C. Jastad $11,266.00 <br /> Superior Land Company $5,000.00 and 20 feet of right-of-way 1,580.76 feet long on <br /> the north side of 11th Avenue and 20 feet of right- <br /> lit of-way 1,284.18 feet long on the west side of <br /> Danebo Street. <br /> The City Manager explained that in a telephone conversation with Superior Land Company several days <br /> prior to the bid opening he told them he thought it would be acceptable for them to offer land in <br /> addition to cash as their bid. He asked the Council to consider whether to reject these bids since <br /> the two bidders were not bidding on the same terms. <br /> Mr. Lassen moved seconded by Mrs. Lauris to deny the bids and rebid the property at 11th and Danebo <br /> for cash bids only. Rollcall vote, motion carried with Mrs. Lauris and Mr. McDonald voting no. <br /> Mr. Anderson of Superior Land Company was present and explained the value of the land which his <br /> . company was offering and stated he felt the offer was fair. He would like to have the Council <br /> consider the bid, since the right-of-ways could be acquired by the City for no cost. <br /> Dr. Purdy suggested that bidders should be advised to offer two bids, one for cash and an alternate <br /> bid of property. <br /> 7 Bills for the period September 10 through September 23, 1968 were presented and read: <br /> . <br /> .00 ---------;u-o- - n <br /> o.
