<br /> 44~~ <br /> .. <br /> "'" <br /> 11/25/68 <br /> ---- <br /> Mr. Clifford Womack, 2030 McLean Bomevard, and Mr. Richard Pierce, 3022 Onyx Place, protested the, <br /> . assessment against abutting properties only for the pedestrian way. They said they donated right-of- <br /> ~ way and felt the assessment should be levied against all benefited properties in the area, or assumed <br /> by the City. <br /> Mayor Cone left the meeting. Council President Anderson assumed the Chair. <br /> There was considerable discussion with regard to the Planning Commission's approval of the subdivision <br /> and subsequent installation of the necessary improvements, except the pathway for which right-of-way <br /> was deeded as a condition of the subdivision. The Public Works Director said Mr. Womack was requested <br /> by letter to construct the sidewalk, as required by ordinance, but there was no response, so it was <br /> initiated by Council action. Neither was there contact from Mr. Womack at the time of advertising <br /> the project. The City Manager said if the project had been installed at the time other improvements <br /> were constructed in the subdivision, then the cost could have been spread to all the lots in the plat. <br /> A vote was taken on the motion, and motion carried unanimously, and the bill was read the second time <br /> by council bill number only. <br /> II Mr. Lassen moved seconded by Mrs. Lauris that the bill be read thethird"time by council bill number <br /> only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> third time bycouncil bill number only. <br /> Mr. Lassen moved seconded by Mrs. Lauris that the bill be approved and given final passage. Rollcall <br /> vote. All councilmen present voting aye, the bill was declared passed and numbered 15478. <br /> e 1 Council Bill No. 8648 - Levying assessments for paving 5th Avenue from McKinley Street to <br /> . Highway 99N, submitted and read the first time in full on October 28" 1968 and held over to this <br /> meeting to allow proper notice of assessment to be given owners of affected properties, was brought <br /> back for consideration with no written protests on file. <br /> Mr. Anderson moved semnded by Mrs. Lauris that the bill be read the second time by council bill <br /> number only, with unanimous consent cf the Council. Motion carried unanimously and thebill was read <br /> the second time by council bill number only. <br /> Mr. Lassen moved seconded by Mrs. Lauris that the bill be read the third time by council bill number <br /> only, with unanimous consent of the Council. Motion carried unanimously and the b.ill was read the <br /> third time by council bill numberonly. <br /> , Mr. Lassen moved seconded by Mrs. 1auris that the bill be approved and given final passage. All councilmen present voting aye, the bill was declared passed and numbered 15479. <br /> 2 Council Bill No. 8649 - Levying assessments for paving Elwing Street between Calvin Street and <br /> Arcadia Drive, submitted and read the first time in full on October 28, 1968 and held over to this <br /> meeting to, allow proper notice of assessment to be given owners of affected properties, was blDught <br /> back for consideration with no written protests on file. <br /> Mr. Anderson moved seconded by Mrs. Lauris that the bill be read the second time by council bill number <br /> only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> second time by council bill numberonly. <br /> . Motion carried unanimously and the bill was read the <br /> second time by council bill number only. <br /> Mr. Lassen moved seconded by Mrs. Lauris that the bill be read the third time by council bill number <br /> only, with unanimous consent of the Council.
