<br /> coholics in'jail. The memo, resulting,"from an: inquiry~from' Councilwoman Hayward, I
<br /> indicated arrangements' have been made for representatives of: the Council.' and Al-
<br /> I coholics Anonymous to consult with those charged with drunkenness or drunk driving
<br /> who are still in jail at 6:00 p.m. each Sunday. I

<br /> on-street parking meter receipts in the downtown area to be $9,000 to $10,000 for I

<br /> tion was' read requesting official'Council recognition of the Employes Associat'ion I I
<br /> for purposes as outlined in their Constitution - (1) ,To 'foster a spirit of loyalty \1 I
<br /> and service to the City, (2) to provide more direct communications between all of I
<br /> the'employes in the different departments' and division's of.the ,City, and (3) to Ii
<br /> promote the welfare, desires, and needs of all City employes. They'arso requ~sted
<br /> Council approval of their Constitution. Copies of the letter together with the I

<br /> Constitution were distributed:with copies of a'proposed'resolution which would I
<br /> give the requested recognition if adopted. .TheCity Manager said 'the resolution'does I
<br /> not instruct collective bargaining'but w~ll allow representatives of the:employes to I
<br /> be acknowledged to speak for employes in!discussion of City policies affecting employes. -

<br /> 8. Planning Commission Report - 'November 12, 1968
<br /> Ii a. Annex area both sides of Floral Hill Drive south of 20th, deJung-Weber - The
<br /> Planning Commission recommended annexation of about 1.53 acres at 20th and -- I
<br /> lj Floral Hill Drive petitioned by John deJung and James Weber. The Commission ~'
<br /> 11 also recommended Council initiated annexation of die is land which will be j

<br /> created by the deJung-Weber annexation. There are ,failing septic tanks in' 1

<br /> II the area. The Public Works Director said that one parcel on the east side of I t
<br /> Floral Hill Drive cannot be 'served by gravity sewer lines, and recommended the
<br /> annexation be made with the understanding the property owner would have to
<br /> provide a pump system to the City sewer or that that property could not be served. I.
<br /> Mr. Wingard moved seconded by Dr. Purdy to approve the annexation with that I:
<br /> understanding and that a public hearing be scheduled. Motion carried" ,I
