All Councilmen present voting aye, the bill was declared passed and number 15509. 1 Council Bi1LNo. 8690 - Calling hearing February 24, 1969 re: Vacation of easement east of Wi11amette Street north of 23rd Avenue (rubenstein) was submitted and read in full. 't. Mrs. Hayward moved seconded by Dr. Purdy that the bill be read the second time by council bill number only with the unanimous consent of the Council. Motion carried unanimously, and the bill was' read the second time by council bill only. Mrs. Hayward moved seconded by Dr. Purdy that the rules be suspended and the council bill read the third time by council bill number only with the unanimous consent of the Council. The City Manager will bring the County contract back for approval. Mrs. Hayward moved seconded by Dr. Purdy that the bill be read the second time by council bill number only, with the unanimous consent of the Council. A vote was taken and all Councilmen voted aye except Mr. Mohr who voted no. Mrs. Hayward moved seconded by Dr. Purdy that the bill be held over to allow Councilman Mohr to prepare a brief. Expansion was planned previous to enactment of the new ordmnance~arid would have been allowed under the previous zoning. , Mrs. Hayward moved seconded by Dr. Purdy that the resolution be adopted. Motion carried. Mohr abstained. 5 Resolution No. 1620 - Initiate Annexation College Crest Area was submitted and read in full. The Planning Commission recommended that annexation be approved since the area is considered an extreme health hazard. Mrs. Hayward moved seconded by Dr. Purdy that the resolution be adopted. Motion carried. 6 Resolution No. 1621 - Repeal Resolution 416 and'548, Parking zones 6th and Taylor. Mrs. Hayward moved seconded by Dr. Purdy to adopt the resolution repealing resolutions 416 and 548. . Motion carried. . The City Manager explained the procedure proposed by the Council in the Kendall Ford rezoning matter and that the County has set a time for its hearing on January 24, 1969, which will not allow time for the procedure planned by the City Council and Planning Commission. Therefore, the Planning Commission has requested a joint meeting January 20th'at 12:00 noon in the Eugene Hotel to consider the matter and perhaps eve1ve a recommendation to the County Commissioners. II There was further discussion on the problems of sufficient notification. In answer to a suggestion from Dr. Purdy that notification be given at least seven days prior to a hearing, the Manager stated he will ask Wendy Ray to review the procedure and try to set up standards.
