Motion carried. <br /> <br />Mrs. Bea1 commented that it might be a good ~dea to contact the Commissioners and <br />give the Council's reasons for denial and that this area is an obvious one for future <br />annexation to the City. <br /> <br />Mrs.:UayWard moved seconded by Mrs. Bea1 to approve the Council recommendation. Mrs. Hayward <br />asked if the City could take legal action in connection with this rezoning. The Manager <br />stated that the City is not in a position to initiate legal action, but if affected <br />private property owners initiated action, the City could consider petitioning for inter- <br />vention into the case as an interested party. <br /> <br />A vote was taken on the motion as stated and the motion carried with Mr. Teague and Mr. McDonald <br />voting no. <br /> <br />1 <br /> <br />5. Police-Community Relations Award - Mr. Mohr moved, seconded by Mrs. Hayward, that the <br />Council put on the agenda for its next regular meeting considerat10n of an award to <br />recognize outstanding and important work and ideas for police-community relationship in the <br />City of Eugene. Mr. Mohr explained that he wished this award to recognize those kinds of <br />relationships which are in addition to normal law enforcement and crime responsibilities <br />of the po1ire force. This award should also recognize utilitarian and social concerns <br />within the City of ~~gene. Mr. Mohr proposed that this award be <br />named the Catherine Lauris Award for recognition of police-community relations and improve- <br />ments, in honor of Mrs. Lauris years on the City Council and her service to the Community. <br /> <br />Mrs. Hayward said that she isP?articu1ar1y interested in this award, and feels that persons <br />should be rewarded who have ideas such as having a member of the police force in <br />attendance at Junior High Schools just to give information. Mrs. Hayward suggested <br />establishment of a committee of community representatives and representatives of the <br />police force to implement the intent of the resolution. <br /> <br />A vote was taken on the motion and the motion carried unanimously. <br /> <br />Mrs. Hayward moved seconded by Mr. Mohr that Item 5 of the committee report be approved. <br /> <br />Mr. Mohr explained the meaning of this award and the type of service it should recognize. ffihe <br />Mayor commented that the motion provided no means for setting up the committee to implement the <br />intent of the resolution. <br /> <br />Dr. Purdy moved seconded by Mr. Mohr that the motion be amended to provide that the Mayor <br />appoint a committee to implement the intent of the resolution. <br /> <br />A vote was taken on the amendment and the motion carried. <br /> <br />Dr. Purdy expressed concern that this award should be concerned not only with the police-community <br />but with the overall interests of the city. Mrs. Hayward explained that the award was intended <br />for service beyond regular duty, and that the award should go to persons contributing ideas for <br />closer community relations. <br /> <br />A vote was taken on the motion as amended and the motion carried, with Dr. Purdy voting no. <br /> <br />~2 <br /> <br />6. Lane County COQnci1 on Alcoholism - A letter was read from Lane CouDuy Council on Alco- <br />holism requesting funds allocated by the City Council for establishment of a rehabilitation <br />center. The Manager said there would be no conflict with Buckley House and that this <br />request meets the recommendation of the Budge Committee. Since Councilman McDonald had <br />been asked to serve on a committee to review this matter and was not present today, the <br />request could be on the Agenda for the next regular Council meeting. <br /> <br />Dr. Purdy moved seconded by Mr. Gribskov to appropriate $5,000 for Lane County CVounci1 <br />on Alcoholism. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 6 of the Committee Report. Motion carried. <br /> <br />3 <br /> <br />7. Airport Rules and Regulations - Rules and Regulations of Mah10n Sweet Airport were dist- <br />ributedsto the Council for study. This item will be placed on the Agenda of February 10th <br />for eounci1 consideration and adoption. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 7 of the Committee Report. MOtion carried. <br /> <br />4 <br /> <br />8. Annual Audit - A memo from the Finance Director regarding the annual audit was distributed <br />to the Council. This item will be placed on an early Agenda. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 8 of the Committee Report. <br /> <br />The Manager asked the Council to schedule this item, and it was put on the Agenda of February 12, 1969. <br /> <br />A vote Mas taken on the motion'as stated and the motion carried. <br /> <br />5 <br /> <br />9.
