<br />Adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the meeting
<br />held February 10, 1969 - was called to order at 7:30 p.m. on February 24, 1969 in the Council Chamber
<br />by His Honor Mayor Lester E. Anderson with the following councilmen present: Mrs. Hayward, Messrs.
<br />Purdy, McDonald, Wingard, Teague, Mrs. Beal, Messrs. Gribskov and Mohr!

<br />Minutes of the Council meetings held February 3 and 10, 1969 as mailed to Council members were
<br />approved with a correction to show that Mrs. Mildred MacKinnon had resigned from the Human Rights
<br />Commission.

<br />Request for Salary Review
<br />

<br />Councilman McDonald asked about the status of the budget, and whether there was any money to
<br />cover a salary adjustment. He commented that, if the Council were going to allow salary
<br />increases on January 1st, money should be budgeted for this purpose. There is anticipated
<br />a cash carry-over of $180,000 July 1st, which will be needeqfQrfunding.the early part of
<br />the next fiscal year.

<br />Mrs. Hayward commented that this meeting was at the request of employee gDoupS who had the
<br />opinion that some mention had been made of a salary discussion at mid-fiscal year. Material
<br />has been distributed from employe groups and from management..
<br />
<br />Dr. Purdy said it was his oplnlon the Council should decide on a policy before discussion of
<br />the amount of increase. If an increase is to be allowed every six months, it should be put into
<br />the budge t .

<br />Dr. Purdy moved seconded by Mr. Mohr that the Council not consider a mid-fiscal year increase,
<br />since this is a budget item and should be considered at budget committee meetings.
<br />
<br />Mr. Frank Jackson, President of IAFF, stated that his organization had been under the impression
<br />that the City Council would review salaries in December of 1968. Since nothing had been done,
<br />they had written requesting to be heard on the matter of a salary adjustment.
<br />
<br />Mr. Patrick M. Flynn, business agent for IAFF, asked the Council for a negative vote on the
<br />motion, so that they could continue with discussion and explain their reasons for a request
<br />for a salary adjustment at this time.
<br />
<br />There was considerable discussion concerning whether or not consideration of a mid-year request
<br />had been promised, and of percentages of cost-of-1iving increasjsz and other reasons for a
<br />request for salary adjustment.
<br />
<br />Councilwoman Bea1 agreed that the major question was one of policy, and that a vote should be
<br />taken on the motion.
<br />
<br />The question was called on the motion. A. vote was taken and .a11 voted in favor except Mr.
<br />Mohr and Mrs. Hayward, who voted no. Motion carried.
<br />
<br />In answer to a question from Mr. Flynn, Mrs. Hayward said this matter would come up for formal
<br />action at the next regular Council meeting.'
<br />
<br />A letter from the Lane County Labor Council was read, expressing displeasure at the action of the
<br />Counc~l regarding a mid-year salary review request at the committee meeting, and asking the Council
<br />to reverse its position.
<br />
<br />Mrs. Hayward moved seconded by Mr. McDonald that the Council not consider a mid-fiscal year increase
<br />at this time.
<br />
<br />Mr. Pat Flynn, City Fireman, asked the Council to consider, at this time, the request made by repre-
<br />sentatives of 570 City employes to review the budget.

<br />The Council discussed availability of funds, and whether a salary adjustment should be considered
<br />at this time, or should be discussed by the budget committee. Council members concluded that Council
<br />p01~yy had been to review sala~s every three years, at the time the budget committee met for budget
<br />review.
<br />
<br />Mayor Anderson said the budget committee tried to arrive at fair and equitable salaries, comparable
<br />with those in private fields.
<br />
<br />A vote was taken on the motion as stated, and Mr. Gribskov, Mr. McDonald, Mr. Purdy, Mr. Teague and
<br />Mayor Anderson voted aye; Mr. Mohr, Mr. Wingard, Mrs. Bea1 and Mrs. Hayward voted no. Motion carried.
