All coun~ilmen present voting aye, the bill was declared passed and numbered 15549. <br /> <br />1 Council Bill No. 8732 - Levying assessments for paving, sanitary sewer and storm sewer on 1st <br />Avenue from Seneca Road to Universal Industrial Park Subdivision was submitted and read the first time <br />in full on February 24, 1969 and held over to this meeting to allow proper notice of assessment to <br />be given owners of affected properties, and brought back for consideration with a written protest on <br />file. <br /> <br />In a letter protesting the proposed assessment, Southern Pacific Compan y maintained that this property <br />is covered by a street or highway agreement with Lane County, and the assessment should be removed. <br />The Manager said the attorney feels the assessment is legal under city assessment ordinances, since <br />Souther Pacific owns abutting property. <br /> <br />Mrs. Hayward moved seconded by' Mr. McDonald that <br />only with the unanimous consent of the. All councilmen present voting aye, the bill was declared passed and numbered 15550. <br /> <br />2 Council Bill No. 8733 - Levying assessments for sanitary sewer in the area bounded on the north <br />by the Amazon Channel, the east by the west boundary of Berkeley Park Addition, thesouth by 18th Avenue <br />and the west by Bailey Hill Road was submiteed and read in full on February 24, 1969 and held over to <br />this meeting to allow proper notice of assessment to be given owners of affected properties, and was <br />brought back for consideration with written protests on file. <br /> <br />Mr. Harold Frieberg, 1680 AcoLn~axk Street questioned the difference in the amount of assessment on <br />property with the same fqo.tager'-,Magager explained that property is assessed on square footage, and <br />difference in depth of lots caused the difference in assessment. Mr. and Mrs. Clayton Gulsvig, 2980 <br />West.18th Avenue, Carl Stassford, 2957 West 15th and Mrs. Margaret Iverson, who owns a lot adjoining <br />Stassford, objected to the manner in which vacant lots were assessed. They felt charges should be <br />based on families actually hooking up to the sewer. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that the bill be read the second time by council bill number <br />only with the unaimous consent of the Council.
