Mr. <br />,Wingard abstained from voting. <br /> <br />,Mrs. Thelma Fowler, attorney representing a property owner affected by this annexation, said her <br />client objected to the agreement, since he could be assessed more than onee for sewers on the same <br />property. ~he Manager explained that the Planning Commission and Council action in proceeding with the <br />annexation was based on the understanding that construction of a sewer system was necessary to properly <br />develop their properties. The system will not be permanent, and will only insure use of their property <br />until such time as River Road is annexed and a permanent system installed. <br /> <br />3, Council Bill No.' 8745 ;..
