Ordinance, Parking of Trucks on Residential Streets - Mr. Arthur Krieg, 3252 Onyx Place, <br />objected to trucks parking on residential streets, and suggested the Council give priority <br />to looking into an ordinance concerning this matter. The Manager said the City Attorney <br />and Traffic Engineer have been working on this problem, and will make a recommendation whether <br />or not an Ordinance would be enforceable on this matter. <br /> <br />2 <br /> <br />c. Congressional-City Conference - The Manager requested a Council member attend the March 30- <br />April 1, 1969 Congressional-City Conference in Washington, D.C. Motion carried. Manager said City Attorney is working on material concerning control of truck <br />parking inr~sia~nti~l districts, but has no schedule for presentation. <br />3 d. Planning Commission, Community Goals Discussion - The Planning Commission has asked if the <br />date of March 17, 1969 would be agreeable to the Council to meet for Community Goals discus- <br />sion. Councilman McDonald will be unable to attend. Appeal from Staff Decision, Aalseth - The Manager outlined the background of Mr. Aalseth's <br />operation at Mahlon Sweet Field, and the results of the Airport Commission. hearings' into the <br />matter. The Airport Manager indicated the Commission would further consider the matter if <br />Mr. Aalseth made formal application and complied with minimum standards for operation. <br /> <br />Mr. Edward Fechtel, attorney for Mr. Aalseth, stated that part of Mr. Aalseth's problem had <br />been caused because Rules and Regulations had not been adopted for the Airport. Since they <br />were ado~ted February 11, 1969, Mr. Aalseth now understands the.requirement~, and will file <br />application under Section 10 of those Rules and Regulations. He requests that status-quo be <br />maintained until action has been taken on this application. <br /> <br />Dr. Purdy moved seconded by MrS. Hayward to refer Mr. Aalseth's appeal back to the city staff <br />with the understanding Mr. Aalseth will file within thirty days for a specialty license under <br />Section 10 of the new Rules and Regulations for the Airport.. . Experimental Burning, Mahlon Sweet Field - A Memorandum of February 26, 196 was read from <br />the Airport Manager requesting permission to use 240 acres of airport property for experiments <br />in contro: of ryegrass field burning. <br /> <br />:<1>- <br />Mrs. Beal moved seconded by Mr. McDonald that the Council reject the proposal of the Airport <br />Manager. <br /> <br />Dr. Purdy suggested this type expermmentation might help solve some of the problems of air <br />pollution. Mr. Juilfs explained that publicity would be given to indicate exactly what was <br />being done, and that this might improve community relations. The Mayor said this might be an <br />opportunity for the City to cooperate with those trying to alleviate the problem of air pollu~ <br />tion, and suggested that Dr. Chilcote and Mr. Drew be invited to meew with thee Council and <br />explain the experiments and the provisions made for improving public relations. <br /> <br />Mr. Mohr moved seconded by Dr. Purdy to table the pending motion and extend an invitation to <br />Dr. Chilcote and Mr. Drew to meet with the Council for further discussion. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 3 of the Committee report. "~' <br /> <br />The Mayor asked that Lane County Air Pollution Authority also be adi~8ed of Committee discussion on this' <br />matter, and be invited to the discussion with Dr. Chilcote and Mr. Drew <br />Vote taken on the motion as stated. Motion carried. <br /> <br />7 <br /> <br />4. Planning Commission Report, February 4, 1969 <br />a. Annexation, south of Floral Hill Road between Riverview and Floral Hill - The Planning <br />Commission recommended this annexation, based on an existing health hazard, .since it can <br />be corrected by connection to sewers now in the a~ea, and is adjacent to recently annexed <br />property. <br /> <br />Mrs. Hayward moved seconded by Dr. Purdy to approve the annexation as recommended by the <br />Planning Commission. <br /> <br />8 <br /> <br />b. Beltline-River Road Annexation - The Council approved this annexation'at a previous meeting <br />and needs only to note and place on file at this time. <br /> <br />Mrs. Hayward moved seconded by Dr. Purdy to note and place on file.
