Backhoe Service. <br /> <br />On revision to East Bank Trunk, Public Works Department recommended award to low bidder. <br /> <br />Regarding sanitary sewer in Alfred's Plat, the bids were exceedingly high, and the high assess- <br />ment would cause hardship to property owners. Public Wprks Department recommended rejection. <br /> <br />In answer to a question from Dr. Purdy, the Public Works Director said they will attempt to <br />rebid, separating trunk sewers from laterals to attract more bidders. <br /> <br />On the s~~rm sewer between 19th and 20th from Willamette to Amazon Creek and sanitary and <br />storm sewer, 24th from Columbia to Van Ness, Public Works Department recommended award of <br />bid to low bidder. ! <br /> <br />Mrs. Hayward moved seconded by Mr. Teague to approve the staff recommendations in the matter <br />of warding bids in each of these projects. Motion carried unanimously. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 9 of the Committee report. Rollcall. <br />All councilmen present voting aye, the motion carried unanimously. <br /> <br />1 <br /> <br />10. Assessment Deferral, Sanitary- Sewer, Morse Street - The Manager explained that the Weber <br />property does not wish to dedicate the remainder of the street or make use of the sewer at <br />this time, and is requesting deferment. Weber's were not petitioners, nor were they notified <br />of the proposed project, so Public Works Department recommends deferment be granted. <br /> <br />. <br />Q <br /> <br />Mr. Teague moved seconded by Dr. Purdy to recommend assessment be deferred on Weber property. <br />Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 10 of the Committee report. Rollcall. <br />All council men present voting aye, the motion carried unanimously. <br /> <br />2 11. Loading Zone, East Side of Agate, 13th to 15th - The Traffic Engineer recommended establishment <br />of a loading zone at this location, since the present "No Parking" zone has caused increased <br />traffic congestion, and a proposed loading zone would provide a higher level of enforcement <br />than now exists in the area. <br /> <br />Mr. Gribskov moved seconded by Mr. McDonald to approve the recommendation of the Traffic Engin- <br />eer, and instruct the Police Department to pay particular attention to enforcement of the load- <br />ing zone area. <br /> <br />A discussion took place about nighttime food vendors in the University area, and whether <br />licensing was required for this type service. The City Attorney said the restaurant which pre- <br />pares the food is licensed, but no vending license is required. <br /> <br />A vote was taken on the motion as stated, and the motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 11 of the Committee report. Motion carried.. <br /> <br />3 12. Traffic Controls, 15th and Washington - The Traffic Engineer reported the accident rate at this <br />corner had been decreasing gad recommended the request for traffic controls at this intersec- <br />tion be denied. No action taken by Council. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 12 of the Committee report. Motion <br />carried. Mr. McDonald asked the Manager to notify interested parties of this action. <br /> <br />4 13. Horseback Riding on Sidewalks - The Manager said City Department heads have received several <br />reports of problems with horses being ridden on sidewalks. Since City street cleaners do not <br />clean sidewalks, some control is needed. <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal to request the staff to prepare an Ordinance prohibit- <br />ing riding of horses on City sidewalks. Motion carried. <br /> <br />\Mrs. Hayward moved seconded by Mr. McDonald to approve Item 13 of the Committee report. <br /> <br />Mr. Everett McVicker spoke in favor of an Ordinance prohibiting horseback riding on sidewalks, and <br />asked that the Council consider adding a clause requiring display of a warning light on horses ridden <br />on streets after dark. ~. <br /> <br />A vote was taken on the motion as stated and motion carried. <br /> <br />5 <br /> <br />14. Anti-discrimination Ordinance - An Ordinance was distributed to the Council from the Human <br />Rights Commission with its recommendation for adoption. No aation taken. <br /> <br />6 <br /> <br />15. <br /> <br />State Sales Tax Legislation - Discussion took place on sales tax legislation and its affect <br />on City financing and income. Councilman Mohr suggested the Council merge provisions of the <br />now-passed sales tax legislation against positions taken and stated by the Leggue of Oregon <br />Cities in its paper "Financing Local Government", to set forth satisfactory criteria. City <br />or County sales tax was discussed, with suggestions for proper time to present such anmeasure~ <br />to the voteDS. The Manager will request the League of Oregon Cities to prepare a progress <br />report, as ~t. applies to the position paper, both past and preposed.
